The Village received five bids for Project 26-10, 2026 Sewer Rehabilitation. The low responsible bid was submitted by Visu-Sewer of Illinois, LLC in an amount of $175,821.25. The project as bid included the trenchless rehabilitation of 4 sewer segments at various locations within the Village. The low bid is under the budgeted amount, and staff recommends awarding the contract at the available budget amount of $350,000 to take full advantage of the competitive pricing that was offered. The additional funds will allow for the rehabilitation of an additional 4 sewer locations within the Village.

Background
The Village has a yearly sewer televising contract to clean and inspect its combined sewer system. The locations included in this project were found to need rehabilitation as part of this inspection process. When a sewer segment is found to be failing, one of the strategies used to repair it is sewer lining. Sewer lining is a process that installs a flexible epoxy-impregnated liner within the existing pipe and ‘cooks’ the liner using hot water or steam. This method of sewer repair avoids the expensive and disruptive digging process but is only suitable if the sewer is in good enough condition to install the liner and the existing sewer has adequate capacity. The service life of a lined sewer is anticipated to exceed 50 years.
Competitive bids were opened on May 21, 2026 for Project 26-10, 2026 Sewer Rehabilitation. Seven contractors downloaded the bid documents and five bids were received. The low responsible bid was submitted by Visu-Sewer of Illinois, LLC in an amount of $175,821.25. The project as bid included the trenchless rehabilitation of 4 sewer segments at various locations within the Village. Awarding the contract to the budgeted amount of $350,000 will allow for the rehabilitation of an additional 4 locations.
Timing Considerations
Adoption of the Resolution at this time will allow the contractor to complete construction in the desired timeframe to minimize disruption to nearby schools and complete the project by December 14, 2026.
