Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

The proposed Ordinance amends the Village Code provisions regarding the Community Relations Commission to reflect a modern vision for the Commission that aligns with the Village Board’s vision for Diversity, Equity and Inclusion, and complements the work performed by Community Relations staff and the Office of Diversity, Equity and Inclusion.

Background

Since late 2024, staff have held a series of workshops with the Community Relations Commission (CRC) Chairperson, President Scaman, CRC Board liaison, Trustee Enyia, and Clerk Waters to update Sections 2-19-1 “Establishment; Composition” and 2-19-2 (“Duties and Functions”) of the Village Code, as they relate to the Community Relations Commission. The purpose of these workshops was to create role clarity, update duties and functions in line with current needs of the community, and inform the commissioner recruitment process. Since 2020, commission membership has fluctuated, at least in part due to a lack of alignment between commission expectations, staff expectations, Board expectations and the enabling Village Code language that outlines the commission’s duties. These workshops aided all stakeholders by not only creating intentional and mutually agreed upon ordinance revisions, subject to the Board’s approval, but by identifying and clarifying CRC commissioner responsibilities in relation to Community Relations and DEI staff responsibilities.

The revised duties of the Community Relations Commission are centered on advancing equity, inclusion, and belonging for all who live, work, do business in, or visit the Village. The Commission promotes equitable access to Village services, fosters connection and cultural understanding across all communities, supports the fair treatment of individuals through the administration of the Human Rights Ordinance, monitors community dynamics, and reviews Village hiring practices to help ensure inclusive employment and advancement. By supporting the community and advising the Village Board, the Commission plays a vital role in shaping a more just, inclusive Oak Park.

Staff Recommendation

Staff recommends adopting the proposed Ordinance.

Advantages:

                     This action allows for the prompt review and adoption of the CRC’s 2025 work plan

Disadvantages:

                     This action may not incorporate proposed feedback from all Trustees

If the Board is not satisfied with the proposed amendments, the Board can provide feedback and request further review of the ordinance.

Advantages:

                     This action ensures the full Board has an opportunity to review proposed ordinance changes for the Commission

Disadvantages:

                     This action may delay 2025 CRC recruitment or workplan activity

Anticipated Future Actions

Staff will bring forward the Community Relations Commission work plan for 2025 for Board adoption.
