Background

This item is in conjunction with the agenda item for the Village Board to approve an amendment to the agreement with Lakeshore Recycling Systems to change the fall leaf collection program option. The current model for fall leaf collection is outlined in the Village Code Chapter 20 (“Public Health”), Article 7 (“Garbage, Weeds and Littering”) Section 20-7-1 (“Definitions”) and Section 20-7-2 (“Storage and Collection of Garbage, Refuse, Yard Waste and Recyclable Materials for Residential Buildings Containing Five Units or Less; Storage and Collection of Yard Waste for All Buildings”). The Village Board must adopt the proposed ordinance changes to transition the Village to a bagging program. Changes include revisions of and additions to definitions as well as a revision of the description of the annual fall leaf collection.

Previous Board Action

At the November 20, 2023 meeting, the Board directed Public Works staff to research alternatives to the Fall Leaf Collection Program and create an informational presentation. Staff returned to present the alternative leaf bagging program to the Board on March 12, 2024. The Board approved the change and directed staff to move forward with the transition.
