Overview
The Engineering Division requested proposals for design and construction engineering services for this water and sewer main improvement project. A total of 14 engineering firms received RFP documents and nine proposals were received. Staff reviewed the proposals and interviewed three consulting firms. The proposal from V3 Companies best fit the needs of the Village for this project.

Background
This project is for the design and construction management of a water and sewer main improvement project on North Boulevard from Forest Avenue to Kenilworth Avenue, and on South Boulevard from Marion Street to Home Avenue. The project also includes sewer work and complete pavement replacement under the viaducts at Clinton Avenue and at Kenilworth Avenue.
The Engineering Division requested proposals from 14 consulting firms to provide design and construction management services for the project. Nine consultants provided proposals and three consultants were interviewed. The proposal from V3 Companies of Illinois, Ltd., best fit the needs of the Village for this project and included appropriate staff to coordinate the work with the affected business districts.
The construction project will include sewer main, watermain and street resurfacing on North Blvd from Forest Avenue to Kenilworth Ave; sewer spot-repair, sewer lining, and street resurfacing on South Blvd from Marion St to Home Ave; sewer and water main replacement, and reconstruction of the street under the Clinton Ave viaduct from South Blvd to North Blvd; drainage improvements and street reconstruction under the Kenilworth Ave viaduct from South Blvd to North Blvd. The utility work will be substantially completed this fall with permanent pavement restoration being completed in the spring of 2018 in coordination with the planned Lake St streetscape project. The original RFP projected that construction woule be substantially completed this year but following discussions with the consultant construction would require two seasons to complete due to winter shutdown.
This scope also includes design and preparing construction cost estimates for alternates to be potentially bid with the project for South Blvd from Marion St to Home Ave which includes replacement of the parkway bricks with concrete or bluestone, and replacing street and pedestrian lighting to match Marion St.

The alternative to this recommendation could be to delay action to gain additional information.
