Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Background

On April 10, 2023, IDHS announced that they will be accepting applications for the FY24 TEP grant. Awarded grant projects will receive 100% funding for costs associated with the program and there is no local match. Covered costs include personnel, funds needed for any tobacco purchases made during compliance checks, payment to underage civilians employed through the TEP program, and meal costs for civilians during the compliance checks.

 

The grant requires the Department to distribute educational materials to all tobacco vendors within the Village, and then conduct 3 separate compliance checks on each vendor. Documentation is sent to the IDHS summarizing each round of compliance checks and the results.

 

Fiscal Impact

The IDHS TEP grant would fund 100% of the costs associated with the Department’s Tobacco Enforcement Program. The department receives funds from the State to operate the TEP. Expenditures for the administration and operation of the program are utilized from the grant revenues.

DEI Impact

The marginalized/minoritized populations impacted are underage patrons and to address their safety and overall health, the vendor will be cited if they sell tobacco-related products to underage patrons.   Furthermore, by educating vendors and the community at large on the legal age limit for the purchase and sale of tobacco products this also provides a restorative approach to ensuring that youth are not being sold tobacco products. We will continue to engage with and utilize patrons of all races from the Oak Park community in discussion around this topic. Ultimately, this resolution promotes DEI within the Village by educating the community on the dangers of underage youth using tobacco products.

 

Alternatives

The Village could decline the grant opportunity.
