Recommended Action
Approve the Resolution.
Prior Board Action
The Village Board approved a one-year alternate 12-hour work schedule for Lieutenants and Sergeants in 2026 in lieu of the 8-hour work schedule contained in the current collective bargaining agreement. This agenda item continues the one-year 12-hour alternate work schedule in 2027.
Background
The Village will periodically agree to an alternate work schedule outside of the 8-hour work schedule contained in the current collective bargaining agreement to address various operational needs. Collective bargaining agreements are multi-year contracts. Using a temporary alternate work schedule allows the Village to address unforeseen or temporary issues such as staffing shortages in this case. The Union typically prefers an alternate schedule to the one contained in their current collective bargaining agreement.
Timing Considerations
In the Lieutenants and Sergeants collective bargaining agreement, there is a contractual requirement to announce the work schedule for the following year by November 1st. The Village can default to the schedule in the current collective bargaining agreement if an agreement cannot be reached on an alternate schedule.
Financial Impact
The focus of the agreement is on the schedule. Generally, this schedule change does not have a financial impact that is different than the terms and conditions of the existing collective bargaining agreement.
Operations Impact
The 12-hour schedule allows the Department more flexibility to cover shifts due to staffing shortages.
DEI Impact

Staff Recommendation
Approve the Resolution.
Advantages:
• Approval of the contract will conclude discussion of an alternate work schedule in 2027 and operational planning for the new year can begin shortly thereafter.
Disadvantages:
• If action is delayed, the Village will return to discussions of an alternate work schedule; however, the earlier a new schedule is approved, the better it is for operational planning.
Alternatives
The Village Board can reject the agreement.
Advantages:
• The negotiation team would return to collective bargaining to address any issues the Board requests.
Disadvantages:
• This action can prolong negotiations when a consensus has already been reached.
