Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. In 2023, the Village contracted with TranSystems Corporation to provide design and construction management services for the Bridge Repair Project. Construction of the project is taking longer than originally anticipated when TranSystems submitted their proposal for construction engineering services in 2023. The additional cost to have TranSystems finish overseeing the ongoing Bridge Repair Project is $12,136 and adjusts the contract from $69,940 to $82,076.

Prior Board Action

The Board has taken the following prior actions:

                     The Village Board approved a Task Order for Professional Engineering Services with TranSystems Corporation for Design and Construction Engineering Services for the 2024 Bridge Repair Project, in an amount not to exceed $69,940 on July 31, 2023 (RES 23-236) 

                     The Village Board approved a Renewal of the Master Agreement with TranSystems Corporation for Professional Engineering Services in 2025 on December 3, 2024 (RES 24-386)

                     The Village Board approved a Master Agreement for Professional Engineering Services with TranSystems Corporation on September 21, 2021. (RES 21-221)

Background

In 2023, the Village entered into a Task Order with TranSystems Corporation to provide design and construction engineering services for the Bridge Repair Project. In March of 2025, the Village awarded a contract to ERA-Valdivia Contractors for the Bridge Rehabilitation Project.  Work has been ongoing for the project, but Era-Valdivia has taken longer to do the work than originally anticipated back in 2023 when TranSystems provided a proposal to run the project.  Construction of the project is still scheduled to be completed before the project’s completion date of October 24, 2025. 

This amendment increases the Task Order amount for construction engineering with TranSystems d/b/a GFT Infrastructure by $12,136 and adjusts the Task Order from $69,940 to $82,076 to cover the hours that TranSystems is spending overseeing construction of this project.  

Timing Considerations

Adoption of the Amendment at this time will allow for TranSystems to continue to oversee the construction of the ongoing Bridge Repair Project, which is anticipated to be completed by the end of October. 

Budget Impact

There are available funds for this work in the FY2025 Budget in the Capital Improvement Fund, Public Works - Engineering, Project Engineering account no. 3095.43780.101.570706 to fund the additional $12,136 needed to complete this work.

There is no staffing impact associated with this item. The item aligns with the department’s core service delivery.
