Overview

Overview

The Consolidated Annual Performance and Evaluation Report (CAPER) is a U. S. Department of Housing and Urban Development (HUD) required document that the Community Development Block Grant (CDBG) grantees must submit each year. The 2022 Program Year (PY) ended September 30, 2023 and this Draft PY 2022 CAPER must be released for a 15-day public comment period before it is submitted to HUD on December 30, 2023.

Approve and release the Draft PY 2022 CAPER for a comment period and authorize the Village Manager to transmit the final document to HUD after the close of this period.

 

Background

The Village of Oak Park, as an Entitlement Community, receives an annual Community Development Block Grant (CDBG) allocation from the U.S. Department of Housing and Urban Development (HUD) and uses the funds for locally determined projects. In Program Year 2022, HUD awarded $1,539,187.00. The Village is limited to allocating 15% of the total CDBG allocation to Public Services and 20% to Administration. The Community Development Citizen Advisory Commission (CDCAC) reviews the applications and makes recommendations annually to the Village Board for their approval.

There is no fiscal impact on the Village.

 

DEI Impact

The Community Development Block Grant (CDBG) program requires that each activity funded, except for administration, meet one of three national objectives. The three national objectives are: 1) Benefit to low and moderate income (LMI) persons; 2) Aid in the prevention or elimination of slums or blight; and 3) Meet a need having a particular urgency. An activity that does not meet a national objective is not compliant with CDBG requirements.

 

The Oak Park CDBG program focuses on the first national objective which benefits low-and moderate-income persons. This objective includes the following eligible activities: Area benefit activities (LMA), Limited Clientele Activities (LMC), Housing Activities (LMH), and Job Creation and Retention Activities (LMJ).

Anticipated Future Actions/Commitments

The Draft CAPER will be made available for review at Village Hall and on the Village website. After the comment period, the Village Manager will transmit the approved final document to HUD.

 

Intergovernmental Cooperation Opportunities

As a member of the Cook County HOME Consortium, the Village submitted the PY 2022 Action Plan in partnership with Cook County and will provide Cook County with a copy of the final PY 2022 CAPER.
