Introduction

In 2023 the State of Illinois approved $500,000 in Department of Commerce and Economic Opportunity (DCEO) funds for the Village of Oak Park for costs associated with infrastructure improvements. As approved by the Village Board in 2024, the Village will utilize these State funds for a portion of the costs associated with the substantially complete Madison Street Streetscape project since this project is already utilizing DCEO funds. This Grant Agreement defines the terms of the grant and allows for the Village to move forward with closing out the Madison Street project and requesting reimbursement.

Prior Board Action
The Board has taken the following prior actions:
• At the July 23, 2024, Village Board meeting, the Village Board approved a Resolution Authorizing the Submission of a Uniform Application for State Grant Assistance with the Illinois Department of Commerce and Economic Opportunity (DCEO) for the Madison Street Streetscape Project. (RES. 24-269).
• At the May 15, 2023, Village Board meeting, the Village Board approved a Resolution Approving a Grant Agreement between the State of Illinois, Department of Commerce and Economic Opportunity, and the Village of Oak Park for the Resurfacing of Various Streets and Madison Street Streetscape Projects in an Amount not to Exceed $3,000,000 (RES 23-164).
• At the April 4, 2022 Village Board meeting, the Village Board approved the submission of a Uniform Application for State Grant Assistance with the Illinois Department of Commerce and Economic Opportunity (DCEO) for the 2022 Resurfacing of Various Streets project and the Madison Street Streetscape Project (RES 22-77).
Background
In 2023, the State of Illinois approved a budget item of $500,000 for DCEO funds for the Village of Oak Park for costs associated with infrastructure improvements. In 2024, the Village Board approved a grant application for using these funds on the Maddison Street Streetscape Project since this project was already using DCEO funds. The DCEO recently approved the application and provided the grant agreement, which needs to be approved in order to use these funds and be reimbursed by the State for the Madison Street project, which is substantially complete.
Timing Considerations
The budget includes these $500,000 in DCEO grant revenues to offset costs for the Madison Street project in the Capital Improvement Fund revenue account no. 3095.4380.101.431400. The Madison Street project received $1,750,000 overall in DCEO funds.
