Competitive bids were opened for Project 25-2, Resurfacing of Various Streets. The low responsible bid was submitted by K-Five Construction Corporation in an amount of $4,418,280. The project includes resurfacing of 35 blocks of local streets including sewer spot repairs, neighborhood greenway bicycle improvements, traffic calming, and pedestrian safety improvements at locations which overlap the street resurfacing. The project also includes traffic calming at various locations from traffic calming petitions and the Madison Street Corridor Traffic Study as well as curb and sidewalk replacement on Harlem at 1144 Lake Street. The project is over the budgeted amount, and a Budget Amendment is needed to transfer funds from savings from other projects to fund this work.

                     The Village Board approved a Motion to Concur with the Transportation Commission’s Recommendations for Traffic Calming on the 500 Block of South Humphrey Avenue on February, 18, 2025 (MOT 25-121).

                     The Village Board approved a Motion to Concur with the Transportation Commission’s Recommendations for Traffic Calming on the 700 and 800 blocks of N. Lombard Avenue and 800 block of N. Taylor Avenue on January 28, 2025 (MOT 25-107).

                     The Village Board approved the Madison Street Corridor Traffic Study on January 28, 2025  (MOT 25-108).

                     The Village Board approved a Motion to Concur with the Transportation Commission’s Recommendations for Traffic Calming on the 900 and 1000 Blocks of N. Humphrey Avenue and at the intersection of Berkshire Street with N. Humphrey Avenue on March 19, 2024 (MOT 24-131).

                     The Village Board approved a Motion to Concur with the Transportation Commission’s Recommendations for Traffic Calming at the Intersection of Berkshire Street and Fair Oaks Avenue on January 23, 2024 (MOT 24-101).

Background

Competitive bids were opened on June 20th for Project 25-2, Resurfacing of Various Streets. The Village received six bids for the project with the low responsible bid submitted by K-Five Construction Corporation in an amount of $4,418,280.

The 2025 Resurfacing of Various Streets project includes the resurfacing of 35 blocks of local streets including sewer spot repairs, neighborhood greenway bicycle improvements, traffic calming, and pedestrian safety improvements at locations which overlap the street resurfacing. The project also includes traffic calming at various locations from traffic calming petitions and the Madison Street Corridor Traffic Study, as well as curb and sidewalk replacement on Harlem at 1144 Lake Street. A project location map is included with this agenda item which shows the streets included for resurfacing along with the numerous traffic calming or bicycle improvements being implemented as part of this project.   

Many of the traffic calming improvements included in this project represent the Vision Zero Plan’s (VZP) recommendations for implementing traffic calming by policy. These include pedestrian safety improvements at corners for curb extensions (bump outs) either using paint and post treatments (when sidewalk curb ramps are not being replaced) or traditional concrete curbs and sidewalks (when sidewalk curb ramps are being replaced) as well as implementing traffic calming and safety improvements near schools and parks when these streets are being resurfaced.

Various other traffic calming items are included in this project for implementing traffic calming improvements that were recommendations from the Madison Street Corridor Traffic Study for pinch points on the side streets south of Madison and from traffic calming petitions approved by the Transportation Commission at various locations throughout the Village over the past year.  In general, the traffic calming petitions included recommendations for paint and post bump outs at corners to improve safety and slow traffic and have all been reviewed and approved by the Village Board, except for recommendations from a recent petition for calming at Thomas and Grove, which has not yet been presented to the Village Board for approval. Staff concurs with the Commission’s recommendations at this intersection for paint and post curb extension. Should the Village Board not concur with the Commission’s recommendations at an upcoming Village Board meeting, this work would be omitted from the construction project.      

The project includes the installation of Neighborhood Greenway (NG) treatments at locations where the street resurfacing project overlaps the NG network. These treatments generally consist of pavement markings and signage, speed cushions, and traffic diverters. The locations where the resurfacing project overlaps the NG network are on Lemoyne from Linden to East, Fair Oaks from Augusta to Thomas, Thomas from Ridgeland to Lombard, Marion from Chicago north to the cul-de-sac, Scoville from Erie to Chicago, and Pleasant from Scoville to Ridgeland. Diverters are planned on Thomas at Ridgeland and Van Buren at Ridgeland to limit through traffic on the NG network. The proposed diverter at Van Buren is still pending IDOT review and permitting since Ridgeland is an IDOT highway from Roosevelt Road to Augusta Blvd.

The project also includes the removal and replacement of the sidewalk & curb along Harlem Ave. north of Lake Street on the frontage of the old Marshall Field’s building at 1144 Lake St. In order to make their commercial space ready for a new tenant, the 1144 Lake Street property owner is planning on abandoning their underground sidewalk vault along their Harlem frontage by filling the vault which will allow for the Village to be able to finally replace this deteriorating sidewalk and curb. The FY25 Budget does not include funds for this sidewalk and curb work which was not anticipated. The property owner has submitted a request for the Village to complete this sidewalk and curb work at the Village’s expense following their work for abandoning the vault. Staff recommends completing this work as the sidewalk and curbs at this location are in an extremely deteriorated condition and need to be replaced. The cost to complete this sidewalk and curb work is $21,079. Pending Village Board consensus, these costs will be included as part of a Budget Amendment to transfer the $193,255 needed for this entire project from unspent funds from the Pavement Preservation account. 

Construction work is planned to start in mid-July with work initially focused near school locations. The project is scheduled to be completed in November of this year.

The Village received six bids for the project with the low bid from K-Five Construction Corporation, in the amount of $4,418,280 which is over the budgeted amount for this project and will require a Budget Amendment to transfer funds from saving from the Pavement Preservation account. 

Timing Considerations

Adoption of the Resolution at this time will allow for the contractor to complete construction in the desired timeframe to minimize disruption to nearby schools. Construction of the Resurfacing of Various Streets Project is scheduled to be completed by mid-November of this year.

Budget Impact

There are a variety of funds being used for this project as shown in the table below. In order to fund this project, a Budget Amendments is required to transfer funds from savings from Pavement Preservation account which has $301,824 available in unspent funds. Pending Village Board concurrence, staff will prepare a Budget Amendment to transfer the $193,255 in savings from the Capital Improvement Fund, Public Works - Engineering, Pavement Preservation Treatments account no. 3095.43780.101.570977 to the Capital Improvement Fund, Public Works - Engineering, Local Street Resurfacing account no. 3095.43780.101.570951.

 

 

 

 

Staffing Impact

There is no staffing impact associated with this item. This project aligns with the department’s core service delivery.

DEI Impact

The Vision Zero plan highlights that traffic accidents disproportionately affect minority communities within the Village. Traffic calming improvements will enhance safety for all users, with particular benefits for these vulnerable groups.

Community Input

The Transportation Commission provided comments and approved the Neighborhood Greenway bicycle and safety improvements on this project at their June 10, 2024 and their May 12, 2025 meetings. 

The traffic calming and pedestrian safety improvements were approved over the course of several Transportation Commission (TC) meetings for various traffic calming petitions including the following: Improvements at the Thomas and Grove intersection were approved by the TC at their March 10, 2025 meeting; traffic calming for a pinch point on the 500 block of South Humphrey was approved by the TC at their January 13, 2025 meeting; traffic calming on the 500 and 600 blocks of South Grove was approved by the TC at their September 9, 2024 meeting; traffic calming and safety improvements on the 700 block of North Lombard, 800 block of North Taylor, and on Thomas were approved by the TC at their November 11, 2024 meeting; improvements at the Berkshire and Fair Oaks intersection were approved by the TC at their November 29, 2023 meeting; and at the Garfield and Home intersection included in this improvements on the 900-1000 blocks of North Humphrey were discussed at the TC meeting on January 8, 2024 and approved on February 12, 2024 by the TC.  

Staff Recommendation

Adopt the Resolution, which will allow for construction of this project to move forward on its desired schedule.  

Advantages:

                     This contract will allow for the procurement of needed services.

Disadvantages:

                     There are no disadvantages to this action.

Alternatives

Alternative 1:

The Board can delay action to gain additional information.

Advantages:

                     Board Members would be presented with the additional information they requested.

Disadvantages:

                     The timing of the eventual Board action will impact the desired implementation schedule.

Alternative 2:

The Board can vote down the item. 

Advantages:

                     This action can result in cost savings.

Disadvantages:

                     Needed resurfacing and traffic calming work will not occur.

Anticipated Future Actions

This project includes Neighborhood Greenway improvements which will require future Village Board action for adopting Ordinances for lowering speed limits on the NG streets and Ordinances to prohibit turning movements at the traffic diverters at Thomas and Pleasant and Ridgeland. Staff will present Board agenda items for these ordinances at an upcoming Village Board meeting. 

Pending Village Board concurrence, staff will prepare the necessary Budget Amendment needed to fund this project.
