Overview
The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) are accepting applications for the Hazard Mitigation Grant Program (HMGP) grant funding as a result of the DR 4728/4749- Declarations. For this Notice of Funding Opportunity, IEMA-OHS is prioritizing mitigation projects that enhance adaptation to climate change and the development of an effective response to climate change and that address inequities to provide the greatest amount of support to communities in Illinois. Village staff request to submit a grant application for the South Pumping Station Generator Project.

Recommendation
Adopt the Resolution.
Background
In March 2024, the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) began accepting pre-applications for the Hazard Mitigation Grant Program (HMGP) grant funding available as a result of the DR 4728/4749-Declarations. Seema Wadia of Metro Strategies assisted Village staff in preparing and submitting a pre-application for the South Pumping Station Generator Project.
The South Pumping Station pumps over 25% of the Village’s daily water demand, predominantly serving the population in the southern third and western part of the mid-section of the Village. The South Station is frequently affected by power bumps and outages caused by severe weather, in turn disrupting access to clean water for residents, schools, and hospitals. Currently, the Central Pumping Station is the only Village pumping station with a standby generator. If the Central Station or its generator is down, there is no standby power to maintain pressure throughout the Village. A permanent backup generator will ensure continuous water services for the community and mitigate health and safety risks.
Earlier this month, the Village was notified by IEMA-OHS that it was selected to complete an application for this project through FEMA’s GO Grant Portal application system. Village staff would like to contract Baxter & Woodman to complete this application on its behalf as they are the most knowledgeable on the project design, schedule details, and application requirements.
Fiscal Impact
If awarded, the Village of Oak Park would have a match requirement of 25% of the total project cost. The total project cost is estimated at $460,000; therefore, the Village would be responsible for approximately $115,000 and IEMA-OHS would provide the remaining $345,000.
