Overview
Recently the Village Board released the draft Program Year (“PY”) 2015-2019 Consolidated Plan for Housing and Community Development (“Con Plan”) and the draft PY 2015 Action Plan (“Action Plan”) for a 30-day public comment period, which ran from June 18-July 17, 2015. No comments were received by the Village. The final Con Plan and Action Plan must be submitted to HUD on August 14, 2015.

There is no fiscal impact to the Village.
Background
Every five years, the Village must prepare a Con Plan in order to receive Community Development Block Grant (“CDBG”) and Emergency Solutions Grant (“ESG”) funds from the U.S. Department of Housing and Urban Development (“HUD”). The purpose of the HUD-mandated Con Plan is to state the priorities and strategies for meeting the needs of low- and moderate-income persons with CDBG and ESG funding.
The Con Plan will guide the funding allocations the Village makes over the next five years, starting with PY 2015, which starts on October 1, 2015. The Village will receive $1,505,367 in CDBG funding and $137,514 in ESG funding for PY 2015.
After approval of the draft plans at the June 15, 2015 Board Meeting, the Village released the draft Con Plan and Action Plan for a 30-day public comment period, which ran from June 18-July 17, 2015.

Previous Board Action
On June 15, 2015, the Village Board approved the release of the draft Con Plan and Action Plan for a 30-day public comment period.
Citizen Advisory Commission Action
The Community Development Citizens Advisory Committee (CDCAC) reviewed applications, heard presentations and made recommendations regarding CDBG and ESG applications for PY 2015 funding. The Board approved these funding recommendations at the June 15, 2015 Board Meeting, and they became a part of the draft Action Plan.
Anticipated Future Actions/Commitments
After the Board approves the Resolution allowing the Village Manager to transmit both plan documents to HUD, they will be submitted to HUD on August 14, 2015.
Intergovernmental Cooperation Opportunities
As a member of the Cook County HOME program consortium, the Village is submitting both Plans in partnership with Cook County. Oak Park’s Con Plan housing priorities are tied to Cook County’s.
Performance Management (MAP) Alignment
A Governance Priority established for the Neighborhood Services Division of the Development Customer Services Department is “CDBG Administration.”
