Background
The following information is meant to provide a historical timeline in terms of Village funding provided to the Oak Park Housing Authority since 2005.
In 2005, the Housing Authority experienced a decrease in funding from the U.S. Department of Housing and Urban Development (HUD) for the administration and operation of the Housing Choice Voucher Program. Many Housing Authorities across the country and in Illinois also experienced similar cuts in funding. In 2005, the Village agreed to give the Housing Authority a stand-by funding commitment of $150,000 from the Housing Bonds Fund to cover the federal shortfall. However, in 2005, the Housing Authority only requested actual funding in the amount of $21,388.
In 2006, the Village made an additional funding commitment to the Housing Authority in the amount of $100,000 but the OPHA only invoiced the Village $29,000. In 2007, the Housing Authority invoiced the Village $42,043. In 2008, the Housing Authority requested $100,000 in funding authorization to fund the expected shortfall in federal funding for administrative costs of the Housing Choice Voucher program but then only invoiced the Village $34,720.
In 2009, the Housing Authority requested $25,000 to cover the federal shortfall in funding. In 2010-12, the Village did not fund the administrative shortfall. In 2013, the Housing Authority requested $25,000 to cover the federal shortfall since that time. The funding request increased to $35,000 to support the Housing Choice Voucher Program in 2015 and the requests from the OPHA have remained at that level since that time.
It is important to note that this partner agency funding agreement is under the Village Manager’s approved spending authority of $50,000. This funding grant agreement will no longer return to the Village Board for approval, unless the requested funding amount surpasses the Village Manager’s spending authority threshold.
Fiscal Impact
The Recommended FY 2024 Budget includes $35,000 in funding for the Oak Park Housing Authority (Account # 2077.56260.101.583670).
