Bids were opened on September 26, 2024, for the Bike Boulevard Pavement Marking and Signage Improvements Project.  Four contractors picked up proposal documents and two bids were received.  Traffic Control Company submitted the low bid in the amount of $191,979 which is under the estimated amount.  The project includes pavement markings and signage to create neighborhood greenways/bike boulevards on portions of East Avenue and Scoville Avenue from Roosevelt Road to Chicago Avenue.  There is a separate construction contract for the electrical and pavement related work associated with neighborhood greenway project.

Background

This item is for the construction of the pavement marking and signage related work for the Neighborhood Greenway System generally along Scoville Avenue from Roosevelt Road to Chicago Avenue.  The Neighborhood Greenways System is a network of streets that are designed to prioritize bicycle travel with features to calm and reduce vehicular traffic on neighborhood streets and improve safety for bicycles and pedestrians, especially at busy intersection crossings. 

 

The project includes installation of pavement markings and signage to slow and calm traffic and prioritize cyclists and improve pedestrian safety.  Plans for the project are attached for reference.  Work generally includes oversized bike pavement markings as well as shared lane markings and pavement marking lines to indicate to drivers that bikes should be given priority on the road.  Higher stress streets have these pavement markings more frequently installed to provide greater protection to the cyclists.  Paint and post bump outs are used at many locations to also slow traffic and improve pedestrian safety.  Intersection pavement markings using colored pavements highlight crossings of more major roads or when there are unprotected crossings of minor streets.  Dedicated bike lanes on East Avenue are being used on the bridge over I-290 .  Signage on the project includes four speed radar feedback signs to encourage drivers to slow their speeds, 20 mile per hour speed limit signage, and various other bike crossing and safety signs.  

 

The pavement marking and signage work was separated out from the overall project due to lack of interest from contractors when the entire project was bid out in August and again in September of this year.  There is a separate construction contract for the electrical and pavement related work for the Neighborhood Greenway System at tonight’s Board meeting.  

 

The Engineering Division issued the Neighborhood Greenway/Bike Boulevard construction project for bid multiple times.  The project originally combined the pavement marking, signage, electrical, and pavement work on one project.  Initially the Village did not receive any bids for the project in mid-August and reissued the combined project for bidding with extended completion dates and changes allowing the general contractor to not complete 50% of the work with their own forces.  The Village only received one bid which was substantially over the engineer’s estimated amount for the work in early September.  After discussions with contractors, the Engineering Division broke this project into two construction contracts in order to attract contractors which was successful.  The Village received two bids for Project 24-15, Bike Boulevard Pavement Marking and Signage Improvements.

 

The Engineering Division has been working with V3 Companies, and their subconsultant TYLin, on the design of this project and presented the design to the Transportation Commission at their June 10th meeting and again at their August 12th meeting.  The Transportation Commission approved the design of the project at their August 12, 2024 meeting.

 

Fiscal Impact

There is $500,000 available for this project in the Fiscal Year 2024 Budget in the Capital Improvement Fund, Public Works - Engineering, for Bike Plan Improvements account no. 3095-43780-101-570967.

 

DEI Impact

The improvements align with Climate Action Goals CA01, VT01-2, VT09, and TS01 to improve pedestrian safety and reduce vehicle emissions by creating more opportunities for bicycle travel.

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

At the January 17, 2023, Village Board meeting, the Village Board approved a Task Order for Professional Engineering Services with V3 Companies, Ltd. for Design Engineering Services for the 2023 and 2024 Bike Boulevards Project in an amount not to exceed $109,149.

 

Citizen Advisory Commission Action

The Transportation Commission reviewed the design of the project at their June 10th meeting and again at their August meeting.  The Transportation Commission approved the design of the project at their August 12th meeting.

 

Anticipated Future Actions/Commitments

There is a separate item for a construction contract with Alliance Contractors for the electrical and pavement related work associated with the neighborhood greenway project.

 

The Bike Boulevard system includes a proposed speed limit reduction to 20 miles per hour on the bike boulevard streets.  Pending Village Board approval of this construction contract, staff will prepare an Ordinance for an upcoming Village Board meeting to change the speed limit on portions of East Avenue and Scoville Avenue being improved with this project.
