Overview
The existing exterior wood laminate and coping stones along the roof edges of the Public Works Center are worn due to weather and age and require repair. Additionally, various repairs to the exterior block wall at multiple locations are also necessary. These items were identified for repair in the Fiscal Year 2024 Capital Improvement Budget. Staff solicited bids for this work and the low responsive bidder was BP Construction and Remodelers Inc.

Background
The Public Works Center opened in 2007 and since that time there has been very little work done on the exterior portions of the building. The building is mostly steel and masonry (CMU) block wall construction with some wood laminate features on the northeast section of the building. The scope of work for the base bid includes tuckpointing of the exterior masonry and mortar replacement at numerous locations, sanding and painting of the wood laminate, and roof restoration at various locations. Alternate scope items include painting exposed steel along the north elevation, caulking and re-sealing of joints and windows, replacement of damaged scuppers and downspouts, and cleaning of the white reflective roof membrane.
BP Construction and Remodelers Inc. submitted the most favorable bid and staff recommends that the Village Board approves the Independent Contractor Agreement with BP Construction and Remodelers Inc. to complete the exterior facade repairs at the Public Works Center. BP Construction and Remodelers Inc. has confirmed their pricing and understanding of the scope of work and has been verified by the Village’s Task Order engineering firm who prepared the design documents (Kluber, Inc.).
Fiscal Impact
The Fiscal Year 2024 Capital Improvement Plan, Building Improvement Fund (B.I.F.) Budget account no. 3012-43790-101-540673 includes $100,000.00 for exterior facade repairs at the Public Works Center, and $346,885.00 for MEPS and Fire Protection System Repairs at the Public Works Center, $9,350.00 of which was dedicated for tuckpointing and mortar replacement. The total project budget is $109,350.00. To date, $12,850.00 has been spent for engineering, leaving a balance of $96,500.00.
The total cost to complete the exterior facade repairs at the Public Works Center with BP Construction and Remodelers would not exceed $116,600.00. The difference of $20,100.00 would be covered by the $66,59250 balance remaining in the B.I.F. from savings associated with the North Fire Station HVAC/Boiler Replacement Project.
