Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview

As an Entitlement Community, the Village of Oak Park receives an annual Community Development Block Grant (CDBG) allocation from the U.S. Department of Housing and Urban Development (HUD) and uses the funds for a variety of locally determined projects. The Village has normally partnered with local non-profits to disburse some of the Village’s CDBG allocation under the allowed Public Services line item. The Village is limited to allocating 15% of our total CDBG allocation to Public Services and 20% to Administration. The Community Development Citizen Advisory Commission (CDCAC) reviews the Public Services applications and is recommending funding seventeen (17) non-profits this Program Year. The Village’s CDBG Program Year 2021 (October 1, 2021 to September 30, 2022) coincides with the Federal Fiscal Year.

Fiscal Impact

CDBG funding has capped amounts for certain activities based upon the Village’s total federal funding allocation of $1,653,543. The capped amount for the Public Service category is 15% or $248,031 which is all being disbursed to area non-profits, for HUD eligible activities, under this agenda item. The capped amount for Administration is 20% or $330,708 in which the Village of Oak Park will receive $239,708 to reimburse us for the staff time required to administer the CDBG program. Under the HUD rules, some fair housing and planning activities can also be reimbursed under the Administration category. Two of the grants are under the Administration category and they include the following: 1.) The Oak Park Regional Housing Center at $80,000 for fair housing administration; and 2.) Housing Forward will receive $11,000 for planning activities.

 

Background

As an Entitlement Community, the Village of Oak Park receives an annual Community Development Block Grant (CDBG) allocation from the U.S. Department of Housing and Urban Development (HUD) and uses the funds for a variety of locally determined projects. Normally, the Village also receives Emergency Solutions Grant (ESG) funding. However, for Program Year 2021 (October 1, 2021, to September 30, 2022), HUD did not allocate any Emergency Solutions Grant funding to the Village.

 

The following CDBG Resolutions and Agreements represent the allocation of funding for all the Board-approved projects for the Program Year 2021. It is necessary to enter into the Program Year 2021 Subrecipient agreements with the agencies (Subrecipients) so that they can expend their CDBG grant funds. The Agreements clearly outline the terms and conditions of their grants with the Village and HUD.

5.                     Housing Forward Interim Housing Shelter with a $40,000 CDBG Public Services grant

6.                     Housing Forward Homelessness Planning with an $11,000 CDBG Administration grant

7.                     NAMI Metro Suburban with an $11,000 CDBG Public Services grant

8.                     New Moms, Inc. with a $17,000 CDBG Public Services grant

9.                     North West Housing Partnership with a $6,125 CDBG Public Services grant

10.                     Oak Park Regional Housing Center with a $42,500 CDBG Public Services grant

11.                     Oak Park Regional Housing Center with an $80,000 CDBG Administration grant

12.                     OPRF Infant Welfare Society with a $21,500 CDBG Public Services grant

The Village invests part of its annual allocation of federal grant funds in Oak Park by allowing agencies to apply for a portion of these funds. The agencies then submit grant proposals for funding each CDBG Program Year. The Community Development Citizens Advisory Committee (CDCAC) reviews each proposal and recommends funding levels to the Village Board. At the June 21, 2021 Board Meeting, the Village Board approved the CDCAC-recommended CDBG funding amounts for Program Year 2021 applicants.

 

The Agreements and Resolutions for PY 2021 CDBG Subrecipients indicate the funding level for each Subrecipient, as do the grant funding allocation amounts listed above.

Previous Board Action

The action to accept the CDCAC recommendations and make the draft Program Year 2021 Action Plan available for a 30-day public comment period was approved by the Village Board on July 21, 2021.

 

Citizen Advisory Commission Action

The Community Development Citizens Advisory Committee reviewed applications and made recommendations regarding CDBG applications for Program Year 2021 funding. The Village Board approved these funding recommendations at the June 21, 2021 Board Meeting, and these approved funding allocations became a part of the Action Plan that was submitted to HUD in August of 2021.

 

Anticipated Future Actions/Commitments

After the Board approves the Resolutions and Agreements, and the Agreements are executed, Program Year 2021 Subrecipients can begin incurring costs and eventually can bill the Village for reimbursement.

 

Intergovernmental Cooperation Opportunities

As a member of the Cook County HOME Program Consortium, the Village submitted the PY 2021 Action Plan in partnership with Cook County. Oak Park’s housing priorities are tied to Cook County’s.
