Overview
This project includes the replacement of the Village’s portion of potable lead water service lines throughout the Village. The Village hires a contractor to supplement Village in-house staff with this work. The original agreement with Construction by Camco, Inc. was for $150,000.00. Staff estimates that requested upgrades for Fiscal Year 2021 will exceed this initial contract amount. It is requested that the contract amount be amended to $200,000.00 to meet the requests of Village residents.

Fiscal Impact
Funding for this project is allocated through the Fiscal Year 2021 Water & Sewer Fund, Account No. 5040-43730-777-570707 in the amount of $150,000.00.
It is proposed to use unencumbered funds in the Water & Sewer Fund, Public Works - Sewer Capital Improvement account 5040-43750-781-570707 ($50.000.00) from a deferred manhole rehabilitation project to cover the additional expense. A Q3 budget amendment will be submitted to transfer the funds to cover the overage.
Background
This project includes replacement of the Village side of the lead water service line throughout the Village.
The work completed under this contract is intended to supplement work performed by the Public Works Water & Sewer Division field crews. Competitive bids were opened on February 18, 2021, for the 2021 Water Service Line Replacement Program, Project # 21-113. The low responsible bid was submitted by Construction by Camco, Inc. in a base bid amount of $134,083.87. An Independent Contractor Agreement in the amount of $150,000.00 was approved by the Village Board on March 15, 2021.
Staff estimates that requests for this work by Village residents will exceed the contract amount by the end of the year. In order to meet resident expectations and complete as many upgrades as possible, staff requests to transfer unencumbered funds from a deferred project and amend the current agreement increasing the not to exceed amount from $150,000.00 to $200,000.00.

Previous Board Action
The contractor, Construction by Camco, Inc., was approved and completed this contract for the Village in 2020 and is currently completing the work in 2021.
