Overview
The Engineering Division requested a proposal from Edwin Hancock Engineering Co. to provide design engineering for the 2023 Division Street Resurfacing project. Edwin Hancock has previously designed street resurfacing projects in the Village and is most qualified to perform these services. Division Street is planned for resurfacing in 2023 using REBUILD Illinois funds. Design work for the project would start this spring in order to bid the project in the late fall or early winter for the most advantageous pricing. Construction of the resurfacing would start in the late spring of 2023 following a separate locally funded water and sewer project on Division.

Fiscal Impact
The proposed FY2022 Budget includes $350,000 for the design engineering work for this project in the Capital Improvement Fund, Public Works - Engineering, Capital Improvements, Project Engineering account no. 3095-43780-101-570706.
The future construction project for the resurfacing of Division Street in 2023 will utilize REBUILD Illinois funds.
Background
The Engineering Division requested a proposal from Edwin Hancock Engineering to provide design engineering services for the Division Street Resurfacing project. Edwin Hancock has previously completed design engineering for similar street resurfacing projects using REBUILD Illinois funds and has done an excellent job at a competitive rate and is best qualified to perform this work. Edwin Hancock is one of the four engineering consulting firms with a Master Agreement approved by the Village Board for doing projects via a task order procurement process.
The project includes the resurfacing of Division Street from Harlem to Austin Boulevard. Division Street was last resurfaced in 2007 and requires resurfacing. The work also includes replacing corner sidewalk ramps were needed to make them compliant with current ADA requirements, installing a pedestrian-activated beacon at the Columbian intersection to improve this crossing for St. Giles Catholic School children, and implementing recommended bike boulevard (or any recommended future bike lane) crossing treatments at the Lombard and Fair Oaks intersections.
The resurfacing project will be coordinated with a separate locally funded water and sewer improvement project on Division Street which includes sewer improvements from Grove to Oak Park Avenue and water main from Est Avenue to Elmwood Avenues.
The Village received $3,418,965 in REBUILD Illinois funds which will be used to fund the construction of this resurfacing project in 2023. Construction of the resurfacing project is anticipated to start in the late spring of 2023 and last into the early fall of 2023.
Alternatives
The alternative to this recommendation could be to delay action to gain additional information.
Previous Board Action
On September 20, 2021, the Village Board approved a Three-Year Master Agreement with Edwin Hancock Engineering Co. for Professional Engineering Services with an Option to Renew the Agreement for up to Two Additional one (1) Year Periods.
