Fiscal Impact

The annual Parking Fund budget provides for both the revenues that are anticipated to be received from this agreement as well as the expenditures associated with the operation the parking facilities ("Lot 46"). On an annual basis, the Village generates permit sales from Lot 46, based upon the total number of permits sold per quarter.

 

Background

The Village Board approved  a five-year Intergovernmental Agreement for parking at Percy Julian Middle School on April 16, 2018.  This agreement replaces the 2018 agreement by correcting errors and making slight changes to the permitted parking spaces for public and staff use.  It also defines the non-public lots in which District 97 is responsible for snow removal and maintenance.

 

Since 2002 the Village Board has authorized various intergovernmental agreements with Elementary School District 97 use of parking lots and on-street permit parking.

 

Pursuant to the proposed agreement, the Village would continue to offer quarterly parking permits for sale in Lot 46 for free permit parking for School District employees.

 

The proposed Agreement provides for a four year term, scheduled to end at the same time as a similar agreement for Gwendolyn Brooks Middle School, subject to the following:

-The Village is responsible for snow removal and maintenance of the public permit parking lots.

-District 97 is responsible for snow removal and maintenance of the staff-only parking lots.

-The Agreement may be extended if both the Village and School District so desire for an additional five years.

-The Village retains revenues from the sale of parking permits.

-The School District is not charged for parking permits provided to its employees.

 

 

 

Alternatives

The Village Board could choose not to adopt this updated Intergovernmental License Agreement with the School District.  The Intergovernmental License Agreement signed in 2018 would remain in effect.

The Village of Oak Park and School District 97 have had multiple forms and versions of parking agreements over the last 20 years. This terms of this agreement are based on those previous board actions.
