Overview

The Engineering Division requested a proposal from Baxter & Woodman to provide the engineering design and construction management for the North Pump Station Emergency Generator Project, 24-12.  The project involves the design and construction management for a project to install an emergency generator at the North Pump Station including the infrastructure and electrical design.  Design would occur in 2023 with construction planned for 2024.  Baxter & Woodman has previously completed work at the Village’s pump stations and is best qualified to perform this work.

Background

The North and South Pump Stations currently do not have permanent stand by generators that would supply power in the case of power failure.  The Village currently uses a portable generator to supply power to up to one pump station should there be a loss of power.  Mobilizing this portable generator creates a significant amount of down time for the affected pumping station.  A permanent standby generator will help ensure timely delivery of potable drinking water should there be power outages.  The North Pump Station has been prioritized for the first generator as the South Pump Station has two independent power supplies from ComEd which creates a level of redundancy.  Having backup power for drinking water pumping stations is an Illinois EPA requirement. 

 

Baxter & Woodman has investigated if there are any renewal energy and battery backup options instead of a generator but the electrical loads for the large pumps used to supply drinking water exceed the capacity of battery backup systems. 

 

The Engineering Division requested a proposal from Baxter & Woodman to perform the design for this project.  Baxter & Woodman has previously completed engineering design for various water projects for the Village including multiple projects at the Village’s pump stations and is best qualified for this design work due to their thorough understanding of the Village’s pump station operations.  Baxter & Woodman is one of the four engineering consulting firms with a Master Agreement approved by the Village Board for doing projects via a task order procurement process. 

 

The project is proposed to be designed in the fall of 2023.  The construction contract is proposed to be bid and presented to the Village Board for consideration in late 2023 or early 2024.  Construction work is planned for the summer and fall of 2024 to allow for coordination with the adjacent school and due to long lead times for various items. 

 

Fiscal Impact

The design engineering work for this project is $58,600 and the construction management portion is $46,400, for a total of $105,000.  The FY 2023 Budget includes $60,000 for this design work in account #5040-43730-776-570707 (Water & Sewer Fund, Public Works, Water Supply, Capital Improvements). The proposed FY2024 Budget will include construction and the construction engineering costs for this project.  There is currently $300,000 identified for construction of this project in 2024 in the 5-Year Capital Improvement Plan.  Staff will refine this FY24 Budget amount as design work progresses and we have more accurate cost estimates later this fall.

Previous Board Action

On September 20, 2021 the Village Board approved a Three-Year Master Agreement with Baxter & Woodman, Inc. for Professional Engineering Services with an Option to Renew the Agreement for up to Two Additional One Year Periods.
