Overview
The Engineering Division requested a proposal from AECOM to provide engineering services to manage the Village’s pavement condition databases for determining future budgets and capital improvement locations for streets and alleys. AECOM developed the existing roadway and alley condition databases and their management plans and is best qualified to maintain and update these databases. These databases and pavement conditions are used as the basis for determining future capital improvement budgets and the locations for road and alley projects in 2024 and beyond.

Background
The Engineering Division requested a proposal from AECOM to provide engineering services to manage the Village’s pavement condition databases for streets and alleys. These databases include information for pavement condition ratings, age of roadways, pavement cross sections, etc. These databases are managed by AECOM in the PAVER software system which is used to make recommendations for locations for future capital improvements for alley replacements and for street resurfacing and preservation treatments like crack filling, rejuvenators, and microsurfacing.
AECOM developed the existing pavement management program and condition database as part of Chicago Metropolitan Agency for Planning’s (CMAP) 2021 project with the Village and updated it in 2022 to include the alley pavements. The Engineering Division did not solicit proposals from other firms for this work since AECOM is most qualified to perform these services due to their familiarity with the Village’s existing roadway and alley network, maintenance programs, pavement condition database, and budgeting scenarios.
The work includes working with Engineering Division staff to determine future CIP budgets in order to maintain desired street and alley conditions; predicting long term pavement conditions based on funding; updating and refining databases for roadway conditions to input additional detail and changes; and recommending locations for future roadway resurfacing projects and preventative maintenance projects for things such as microsurfacing, seal coating, crack filling, and major patching.
Fiscal Impact
The FY2023 Budget includes $10,000 for these services and the proposed FY2024 Budget includes $25,000 for the remaining $24,880 needed for this work in the Capital Improvement Fund, Public Works - Engineering, External Support account no. 3095-43780-101-530667.

Previous Board Action
On January 18, 2022 the Village Board approved a Professional Services Agreement with AECOM Technical Services, Inc. for Engineering Services for Pavement Management Program Support in an amount not to exceed $69,680.
On March 1, 2021 the Village Board approved a Memorandum of Understanding with the Chicago Metropolitan Agency for Planning (CMAP) for a Pavement Management Program.
