Introduction

The Engineering Division requested a proposal from Edwin Hancock Engineering Co. to provide design engineering for the 2026 Alley Improvement Project which includes green alleys partially funded by MWRD. Edwin Hancock previously completed designs of alley projects in the Village and is most qualified to perform these services. Design work for the 2026 alley project would start in the summer of 2025 so that design can be completed by the end of the year per MWRD requirements.

Prior Board Action

The Board has taken the following prior actions:

                     The Village Board approved the Submission of a Metropolitan Water Reclamation District of Greater Chicago (MWRD) Green Infrastructure Partnership Program Application for the 2026 Green Alleys Project on March 4, 2025 (RES 25-156).

                     The Village Board approved the Renewal of the Master Agreement with Edwin Hancock Engineering Co. for Professional Engineering Services in 2025 and Authorizing its Execution on December 3, 2024 (RES 24-387).

                     The Village Board approved a Three-Year Master Agreement with Edwin Hancock Engineering Co. for Professional Engineering Services with an Option to Renew the Agreement for up to Two Additional One Year Periods on September 21, 2021 (RES 21-220).

Background

The Engineering Division requested a proposal from Edwin Hancock Engineering to provide professional engineering services for the design of the 2026 alley improvement project, including geotechnical investigations, which are required as part of the design of four green alleys that will be funded in part through a MWRD Green Infrastructure Partnership Program. Edwin Hancock has previously completed design engineering for similar alley projects in the Village. Edwin Hancock is one of the four engineering consulting firms with a Master Agreement approved by the Village Board for doing projects via a task order procurement process. 

The proposed design work includes designing approximately 17 alley segments for construction in 2026. 10 of these alley segments will be funded locally, 3 will be funded through Community Development Block Grant Funds, and 4 alley segments will be partially funded through an MWRD Green Infrastructure Partnership Program. The Village received notice of an award of $440,000 from MWRD to help fund construction of these green alleys. Staff will present an Intergovernmental Agreement (IGA) for these funds at an upcoming Village Board meeting, likely in August. Per the terms of the MWRD IGA, the design of this project must be completed by December 31, 2025. In order to meet this date, design work must start this summer. The design includes geotechnical investigations to determine the infiltration rates of the soils for the green alleys and environmental testing for the green alleys. Per the IGA, MWRD will reimburse the Village up to $10,000 for this environmental work in addition to the $440,000 for construction of the green alleys in 2026.      

Timing Considerations

Adoption of the Resolution at this time will allow for the consultant to prepare plans and reports in a timely manner to meet MWRD deadlines for their  Green Infrastructure Partnership Program and to allow for timely project completion.

Budget Impact

There are available funds in the FY25 Budget for this work in the Capital Improvement Fund Public Works - Engineering, Alley Improvements account no. 3095.43780.101.570964. The MWRD green infrastructure partnership includes $10,000 in reimbursement for environmental testing on the green alley sites.
