In January 2023, the Village entered into a purchase price agreement with Healy Asphalt Company L.L.C. to provide Unique Paving Material (UPM) to the Village for street patching repairs in the amount not to exceed $25,000.00. As a result of additional work done by the Village, it is proposed to increase the not to exceed amount from $25,000.00 to $40,000.00 to allow for additional emergency road repairs.

Background
The Public Works Department Street Division is responsible for managing street repair patches that result from Public Works Department utility work. Temporary patches typically utilize Unique Paving Material (UPM) for a top surface until a permanent asphalt patch can be laid. The Village Manager approved a purchase price agreement with Healy Asphalt Company L.L.C. for $25,000 for the purchase of UPM for 2023. Water service upgrades have exceeded staff estimates for the year and additional funds are needed to repair the street associated with the upgrades. On October 16, 2023, the Village board approved a budget amendment to reallocate the necessary funds to support this work. Staff request the agreement with Healy Asphalt L.L.C. be amended to change the not to exceed amount from $25,000 to $40,000 to support this work.
Fiscal Impact
The Fiscal Year 2023 Street Services Division budget provides $25,000.00 for Unique Paving Material (UPM) in the Motor Fuel Tax (MFT) Roadway Maintenance account no. 2038-43740-761-560633.
The Village Board approved a third quarter budget amendment (ORD 23-95) to reallocate unencumbered funds from the Snow Roadway Maintenance account (2038-43740-765-560633) to the Pavement Management Roadway Maintenance account (2038-43740-761-560633) to provide the necessary funding to support this amendment.
