The Village's current agreement with Thrive Counseling Center expires on October 31, 2025. The proposed agreement is for an additional eight-month term from November 1, 2025, to June 30, 2026.

Prior Board Action

The Board’s previous six-month extension was approved on March 4, 2025 (RES 25-151).

Background

A Request for Proposals (RFP) was issued on September 23, 2019. The RFP was advertised in the local paper and on the Village website. The Village’s current service provider submitted the only proposal received. The original professional services agreement was awarded on December 2, 2019. Subsequently, the agreement has been renewed six additional times per the term of the contract.

The BerryDunn - Essential Calls for Service (CFS) Report dated July 22, 2022, concluded that utilizing alternative CFS response methods has the potential to produce important benefits that include:

                     Freeing time for sworn law enforcement to manage other pressing CFS

                     Providing those in crisis with more appropriate mental health interventions

                     Reducing trauma and Use of Force (UOF) for those in need of services

                     Diverting CFS to other resources, internal or external, relieves a portion of the work burden typically managed by sworn officers. Given the service demands faced by a growing number of police departments, this is an important benefit.

As the Village implements the Alternative Response to Calls for Service Pilot Program, staff recommends an extension of the contract to ensure there is no interruption in provided services.

Timing Considerations

The agreement must be approved prior to the expiration of the current agreement, which is October 31, 2025.

Budget Impact

The eight-month renewal would begin on November 1, 2025, and conclude on June 30, 2026. $41,500 of the $110,667 would be funded from the FY 2025 budget, and the remaining $69,167 would be funded from the Proposed FY 2026 budget. The funding for this renewal would be from account number 1001.42400.101.530660.

The contract extension will continue to provide essential services for those in need of mental health support. Disruption of services would have a disparate impact on those with mental health needs.

Advantages:

                     This action ensures there is no interruption in provided services.

                     Allows the Village to work through the next steps of the Alternative Response to Calls for Service Pilot Program.

The Board can vote to reject the contract extension

Advantages:

                     This action can result in potential cost savings of up to $110,667.

Disadvantages:

                     There will be a lapse in services for those with emergency mental health needs.
