The Applicant, Journey’s Community Center, Inc., intends to offer onsite outpatient psychotherapy services and small group mental health workshops. This use is classified under medical/dental clinic uses which requires a special use permit. The applicant currently operates a non-medical social services business at this location.

Adopt the Ordinance granting a Special Use Permit for a Medical Clinic to be located at 6632-6634 Roosevelt Road, per the Zoning Board of Appeals’ recommendation.

 

Background

The Subject Property is located within the RR Roosevelt Road Form-Based District. The lot is located on the north side of Roosevelt Road between Clarence Avenue to the east and Wesley Avenue to the west. The lot is improved with a 2-story mixed-use shopfront building housing Journey’s Community Center (Journey’s). Journey's is a not-for-profit 501(c)(3) organization that seeks to operate as a non-medical outpatient mental health agency. The property at 6632-6634 Roosevelt Road was vacant from 2018 until 2023 when Journey’s acquired the property. Journey’s has been working to remodel the interior for corporate office and administrative uses. Journey’s is requesting a special use permit to expand their use of the property to include non-medical outpatient psychotherapy services and small group mental health workshops. Journey’s is not a medical practice; however, psychotherapy services are classified by the Oak Park Zoning Ordinance as a medical/dental clinic use.

Village Cost of Public Notice ($224.00).  The cost for this notice was budgeted for in Account # 1001.46202.101.550652

 

DEI Impact

This use will support individuals with a need for professional psychotherapy and social service support to achieve improved mental health.

 

Alternatives

1.                     Deny the application and do not adopt the Ordinance.

2.                     Approve the application with modifications to the proposed Ordinance.

Citizen Advisory Commission Action

The Zoning Board of Appeals held a public hearing on July 10, 2024. No one testified in opposition to the requested special use permit. The Zoning Board of Appeals ratified their findings of fact by a unanimous 4-0 vote at their meeting on July 10, 2024.
