Overview

This is a companion application with ORD 18-386: An Office Use Planned Development.  As part of the hearing process, the Applicant (Berwyn Properties, LLC) submitted a request to vacate a portion of Scoville Avenue between Roosevelt Road and the public alley adjacently north for the purposes of allowing a more expansive parking lot associated with their proposed office building development.

Fiscal Impact

The applicant and staff each commissioned an apprasial of the that portion of Scoville Avenue right of way reqested for vacation.  Mr. Michael Grimes provided an appraisal for the Village.  His estimated came in at $400,000.  Mr. Grimes used comparables from Oak Park, Forest Park and Berwyn.  Mr. Eric Sladcik provided an appraisal for the Applicant.  His estimate came in at $190,000.  Mr. Sladcik used comparables from Berwyn, Cicero and Chicago.  Historically, the Village Board has averaged the two appraisials, which in this case is $295,000.  However, the Village Board has the option of chosing either of the appraisals.

 

Background

The proposed development is located within the RR Roosevelt Road Street Zoning District either side of the portion of Scoville Avenue subject of the vacation request.  The private property to the east of the Scovelle Avenue right-of-way is currently occupied with Turano Bakery delivery trucks and east of Scoville Avenue is a brick two-story building with a parking lot. The Applicant will provide a utility easement over the vacated right-of-way.  Police, Fire, and Public Works has no objection to the proposed vacation. The Applicant will be providing, at their expense; 1.) a new cul-de-sac at the end of Scoville Avenue north of the alley with extensive landscaping, and 2.) the closure of Scoville Avenue at Roosevelt Road with a reconstruction of the parkway and public sidewalk / curbing.  Scoville Avenue closure will be the third residential street closure between Ridgeland Avenue (Minor Arterial) and East Avenue (Collector). This closure will force traffic in this vicinity to either Ridgeland or East which has additional capacity.

The Board may request additional information regarding this item prior to their consideration.

Citizen Advisory Commission Action

Per Section 22-11-1 of the Village Code, the Plan Commission reviewed and voted unanimous approval on the Plat of Vacation with the condition that the associated Planned Development is approved.

Zoning and land use matters are unique to Village government within the corporate limits of Oak Park and therefore, intergovernmental cooperation opportunities do not exist.
