Two crashes have occurred at the intersection of East Avenue and Superior Street within the last 30 days. Based on the Parking and Traffic Policies, the intersection meets the criteria to upgrade to two-way stop signs on East Avenue at Superior Street.

Staff estimates it will cost less $1,000 to install sign and related pavement markings to upgrade from a two-way yield-controlled to a two-way stop-controlled intersection. Monies are available in the Street Division budget. The work will be funded by account number 1001-43740-761-560634.
Background
Two accidents happened at the intersection of East Avenue and Superior Street. The first crash occurred on Friday, June 26, 2015 while the second took place on Saturday, July 18, 2015. Prior to these incidents the last crash at this intersection occurred on June 11, 2011.
The Village’s Traffic Policies state the accident rate should be a significant factor in determining traffic controls. The 2008 Village’s area-wide traffic study recommended upgrading yield sign controlled intersections to stop signs when the actual accident rate exceeds the critical accident rate. The significance of the critical crash rate is if the actual crash rate exceeds the critical crash rate then there is a 99% chance that the accidents were caused by factors other than chance.
The critical crash rate for this section of the Village is 0.86 accidents per million entering vehicles (Acc/MEV). With the second accident, the accident rate for the East Avenue/Superior Street intersection is 1.632 Acc/MEV. Thus this intersection meets the recommended criteria to upgrade to two-way stop signs on East Avenue at Superior Street. Please see Attachment A for the Collision Diagram for this intersection.
Alternatives
The alternative to this recommendation could be to delay action to gain additional information from a traffic study.

Village Board approved the installation of north-south YIELD signs on East Avenue at Superior Street on March 20, 2000.
