Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Article 48 (“PawnBrokers”) of Chapter 8 (“Business Licensing”) requires the annual renewal of business licenses for pawnbrokers be given at the direction and approval of the Village President and Board of Trustees, upon authorization of the Police Chief.

Background

Pursuant to Article 48, the Police Chief has been advised that the review and investigation of the applications for pawnbroker licenses have been completed and authorizes the issuance of licenses to the Oak Park Pawn Shop, LLC d/b/a A-1 American Jewelers & Loan (6151 North Avenue).

A copy of the Police Chief's annual Pawn Shop Report Summary is attached. To date in 2024, there have been a total of 42 calls for service at the three local pawn shop locations. This number is the same as calls for service reported during the same time period in 2023. No enforcement action was taken by the Police Department or Village against any of the listed businesses. From January 1, 2024, through September 26, 2024, the Police Department did not recover any stolen property from the businesses in question.

Staff Recommendation

Approve the Resolution.

Advantages:

                     The Pawn Shop will be able to acquire its annual business license to operate.

The Board could choose not to approve the Resolution.

Advantages:

                     There are no advantages to this alternative.

Disadvantages:

                     The business would not be able to operate in Oak Park.

Alternative 2:

The Village Board can ask staff to return with more information.

Advantages:

                     This would allow staff to research information for the Village Board’s consideration.

Disadvantages:

                     This would delay the business from being able to acquire their business license.

Anticipated Future Actions

This resolution for the next renewal cycle will return in December of 2025.
