Overview
In 2022, pursuant to a professional services agreement with Walker Consultants, Inc., the Village received a condition assessment of these three parking structures, outlining recommended repairs and improvements for each facility over a five-year period (FY 2023 through FY 2027). The proposed professional services agreement provides for Walker Consultants to prepare construction documents for bidding and engineering services during the repairs intended to address (2022) immediate, 2023, and 2024 repair recommendations as outlined in the condition assessment report.

Background
On March 28, 2022, the Village issued a request for proposals (RFP) for a five-year condition assessment of the Village-owned Holley Court (1125 Ontario Avenue), The Avenue (720 North Boulevard), and Oak Park River Forest High School (137 N. Scoville Avenue) parking structures. The Village received four (4) responses to the RPF, as summarized below:

The Village Manager consequently executed a Professional Services Agreement with Walker Consultants, Inc. on June 6, 2022, for a not-to-exceed amount of $12,800.00. The completed condition assessment by Walker Consultants, Inc. was submitted to the Village in August 2022.
The assessment included observation of readily accessible exposed structural elements of the parking structures, including floors, ceilings, beams, columns, and walls, and waterproofing elements consisting of sealants and expansion joints. Additionally, the stair towers, facades, and exposed floor drainage systems were visually reviewed from afar. Observed distresses such as significant cracks, leaks, spalls, scaling, joint deterioration, and other similar adverse conditions were documented. The assessment also included concrete sounding of representative floor area surfaces, to identify concrete delamination. All repair quantities are based upon projections from field measurements in generally representative areas of the facilities.
The scope of services for the proposed professional services agreement would include repairs identified in the five-year condition assessment for immediate (2022), 2023, and 2024. This will allow the Village to bid out the 2023 and 2024 repairs together. It should be noted that the proposed scope of services for the professional services agreement excludes repairs identified at the southeast pedestrian bridge on level 3 of the Holley Court parking structure. Village staff is considering alternative recommendations to the Village Board pertaining to the future of this particular area of the garage.
Fiscal Impact
The costs for this Professional Services Agreement would be funded through the following accounts in the Parking Enterprise Fund in both FY 23 and FY 24:

Alternatively, the Village Board could delay action and direct Village Staff to issue an RFP for these professional services.
Previous Board Action
In 2017, the Village conducted a competitive RFP process for a five-year condition assessment of the garage facilities, with Walker Consultants ultimately selected as the successful proposal. The Village then subsequently waived the bid process for professional services for construction documents, bidding, and engineering services for repairs outlined in the condition assessment.

At a future meeting, the Village Board will consider an Independent Contractor Agreement for the repairs pursuant to the construction documents prepared by Walker Consultants, Inc.
Intergovernmental Cooperation Opportunities
The Oak Park River Forest High School parking structure is a Village-owned facility but is on School District 200 property. An Intergovernmental Agreement exists between the Village and District 200 governing its use.
