Overview
This resolution authorizes staff to submit an application to the Metropolitan Water Reclamation District of Greater Chicago (MWRD) for their Stormwater Management Phase II Flood Control Program which is a cost sharing grant program for a proposed flood mitigation project on Berkshire Street from Grove to Linden Avenues. The Berkshire sewer project is already included in the FY2018 budget and any grant funds received would offset local water and sewer funds.

The FY2018 budget includes $1M in the Water and Sewer Fund, Sewer Collection, Capital Improvements, for Flood Mitigation Improvements account no. 5040-43750-781-570707 for construction of the Berkshire sewer project.
The MWRD cost sharing program does not have a predefined local match cost sharing percentage requirement or maximum or minimum levels of funding. Final cost sharing amounts will be determined after MWRD selects receipts of their grants. Based on staff’s understanding of typical projects which have received similar MWRD funding in the past, staff is estimating that should the Village receive the grant that MWRD may fund the project at a 70/30 cost sharing split for roughly $700,000 in MWRD funding and $300,000 in Village funds depending on final costs of the project once design is completed.
Background
The Village’s Combined Sewer System Master Plan Report identifies a number of larger relief sewer projects to improve the performance of the Village’s combined sewer system which will reduce the frequency and severity of sewer backups into basements. Relief sewer projects were scored on a benefit to cost ratio in order to prioritize these large improvements. The proposed sewer project on Berkshire will improve the capacity of the sewers along the adjacent blocks and was also recommended for implementation at this time because the pavements are in need of replacement.
Staff has completed preliminary plans for this project and the current estimated cost for the work is approximately $1 million. Based on conversations with MWRD and their typical funding levels for this cost sharing program, staff is estimating that should the Village receive a grant it may be in the range of $700,000 in MWRD assistance to help fund this project and offset local cost.
Grant applications are due on February 23, 2018 with an anticipated award notice in the late spring of 2018.

The Village could decline the opportunity to submit a grant application for this project.

Should the Village of Oak Park be awarded a MWRD grant, the Village will needs to enter into an agreement for this grant.
