On May 6, 2021, the Village was notified by Total Parking Solutions, Inc. (TPS), the Village’s contractor for CALE Parking Paystations service, maintenance, and cellular connectivity, that CALE will be required to discontinue service of its AT&T 3G network by February 2022. All CALE stations with 3G modems will be required to upgrade to the 4G LTE modems before the scheduled discontinuation to ensure continuity of credit card acceptance and processing at the terminals. TPS provided the Village with a proposal to purchase, install and program 4G modem upgrade kits for forty-six (46) CALE paystations located throughout the Village.

Fiscal Impact
On December 7, 2020, the Village Board approved an Independent Contractor Agreement for the service, maintenance, and cellular connectivity of the CALE stations for calendar year 2021 totaling $75,000.00, with Total Parking Solutions, Inc.
The 4G modem upgrade project was not budgeted for in 2021. When developing the 2021 budget we were not aware of AT&T’s discontinuation of support to the paystations operating on the 3G network. However, because of the deferral of several capital projects, including the resurfacing of Village Parking Lot #10, adequate budget authority exists in the 2021 Parking Fund budget to cover this expenditure. If approved by the Village Board, this Agreement will be paid out of GL# 5060.43770.786.570707.
If this agreement is approved by the Village Board, the Village’s total contractually obligated payments to Total Parking Solutions, Inc. in 2021 will be for a not-to-exceed amount of $98,920.00.
Background
Although AT&T is required to notify CALE of the discontinuation of a network at least six months in advance, it is important to note that the elimination of 3G service may occur in certain geographical areas before this deadline, without advanced notification. The Village’s parking system has a total of eighty-seven (87) CALE paystations, of which, forty-six (46) have 3G modems and need to be upgraded. Consequently, staff recommends moving forward with the 4G modem upgrade as soon as possible. The Village requested the attached proposal from Total Parking Solutions for the purchase, installation, and programming of these forty-six (46) modems.
As the preferred vendor selected through an RFP process, Total Parking Solutions, Inc. has provided paystations for the Village’s conversion of all coin-operated parking meters. In addition, they have been the provider of service and maintenance and cellular connectivity functionality. Cellular connectivity is used to allow real-time credit card payment, integration with Passport Mobile Pay technology, and connectivity to Genetec License Plate Reader (LPR) technology installed in Parking Enforcement vehicles. Total Parking Solutions, Inc. has been a responsible vendor in providing these services since selected through the RFP process in 2018.

On March 2, 2020, the Village Board approved an Independent Contractor Agreement for the purchase of twenty-eight (28) CALE paystations in 2020 in an amount not to exceed $250,000.00. Due to the public health emergency and the resulting economic downturn, staff recommended only installing thirteen (13) CALE paystations in 2020 as part of the Lake Street improvement project. In concurrence with the staff’s recommendation, the Village Board amended the FY20 budget on June 15, 2020, decreasing the funds appropriated for this purchase and installation. In total, $114,594.00 was spent on the installations in 2020.
On February 18, 2020, the Village Board approved an Independent Contractor Agreement for the service, maintenance, and cellular connectivity for calendar year 2020 totaling $62,875.00, with Total Parking Solutions, Inc.
On March 18, 2019, the Village Board approved an Independent Contractor Agreement for the service, maintenance, and cellular connectivity for calendar year 2019 totaling $33,150.00, with Total Parking Solutions, Inc.
