Overview
An part of the adoption of the annual budget process, the Human Resource Department submits recommended amendements to the Village personnel policies, practices and procedures to ensure that we have remained compliant to state and federal employment laws and are consistent with the recommended budget for the upcoming fiscal year.

Fiscal Impact
The proposed addition of the Child Bereavement Leave and the ADA policy should not have a cost to the Village. The FY17 Budget appropriates funding for the modifications to pay range for the Public Health Nurse and authorize the extension of a holiday pay benefit to exempt fire personnel consistent with practice for non-exempt fire shift personnel. It is noted that the salary increase for the Public Health Nurse is offset via a contract for services associated agreement with the Collaboration for Early Childhood.
Background
Staff recommends the Village Board approve the following amendments to the Oak Park Personnel Policy Manual: 1) Update Section X: FMLA to include the Child Bereavment Leave Act ad defined by the State of Illinois (Public Act 099-0703). 2) Addition of Appendix XXII: Village ADA policy. 3) Amendment to the Appointee Pay Plan Schedule to move the Public Health Nurse from a pay grade 8 PM ($55,000 to $75,000) to a pay grade 10 ($70,000 to $95,000) to reflect the market trend for this level of professional and 4) Amendment to the Appointee Pay Play Schedule to authorize the extension of a holiday pay benefit to exempt fire personnel consistent with practice for non-exempt fire shift personnel.
The proposed addition of the Child Bereavement Leave Act is an outcome a change in the State of Illinois employment law and was effective July 29, 2016. The proposed addition of the ADA language allows the Village to follow best practices in the interactive process required by the ADA. The adjustment in the Public Health Nurse compensation is proposed after several failed attempts to fill the position at its current level of compensation which led to market analsysis of the salary and a proposal of the Collaboration for Early Childhood to partner with the Village in enriching and expanding the role of the vacant Public Health Nurse position.
