This amendment provides for an increased not to exceed agreement amount with Anderson Elevator to pay for fees resulting from the required Category 1 testing and Fire Alarm Initiating Devices (FAID) testing for this year for elevators located in the Village’s parking structures.

Background

The Village’s Independent Contactor Agreement with Anderson Elevator provides for elevator maintenance and repair services for elevators located at Village Hall, the Public Works Center, Holley Court parking garage, The Avenue parking garage, and Oak Park River Forest High School community parking garage.

 

State-mandated elevator inspections are included in the scope of services of this agreement. Included in this testing is the Fire Alarm Initiating Devices (FAID) test. The Illinois Office of State Fire Marshall (OSFM) is now requiring every FAID that is associated with an elevator recall to be tested once every five years.

 

Staff did not allocate adequate funds within the 2023 Anderson Elevator agreement to account for the fees resulting from annual testing fees and the newly-implemented FAID testing for parking garage elevators this year.

 

Fiscal Impact

A third quarter budget amendment was submitted to request the necessary new funding to pay for these additional professional services. The budget amendment requests new funding in the following accounts:

 

Account # 5060-43770-783-530660 (OPRF H.S. Garage, General Contractuals) - $1,800.00

Account # 5060-43770-784-530660 (The Avenue Garage, General Contractuals) - $3,600.00

Account # 5060-43770-788-530660 (Holley Court Garage, General Contractuals) - $5,700.00

Alternatives

The Village Board could delay action to gain additional information, however the mandated testing has already been completed and the Village must remit payment to Anderson Elevator for their services.

On February 1, 2021, the Village Board adopted Resolution 21-10, “A Resolution Approving an Independent Contractor Agreement with South West Industries, Inc. d/b/a Anderson Elevator Co. to Provide Elevator Maintenance and Repair Services for a Three-Year Period in an Amount Not to Exceed $39,000.00 in Fiscal Year 2021 and Authorizing Its Execution.”
