Overview
The Task Force has concluded its meetings and approved the attached Report for submission to the Village Board. The Task Force Chair will be in attendance to present the Report along with members of the Task Force. A copy of the final report is expected from the Task Force on Friday and will be posted thereafter.

Fiscal Impact
As noted in the Task Force Report “Over the past several years, property taxes in the Village of Oak Park have grown significantly and at a much faster pace than inflation or the growth in household income. The growth in our taxes has created a real burden for our taxpayers. It poses risks to both current Oak Park residents and to the long-term viability of Oak Park’s core values of diversity, affordability, and integration. More recently, we’re seeing this increase in taxes as a significant impediment to the ability of residents being able to age in place as people are increasingly being taxed out of their homes. It has dramatically outpaced other communities and is putting Oak Park at a competitive disadvantage.”
In addition, the report contains a number of recommendations which the Village Board may wish to incorporate into its review of the FY19 budget in Q4 of 2018.
Background
The Task Force adopted its report to the Village Board by a unanimous vote.
The Task Force undertook a significant amount of work over the course of thirteen public meetings. In addition, individual members of the Task Force conducted substantive research in preparation for meetings.
It is also noted that the work of the Task Force was supported by the Metropolitan Planning Council (MPC). MPC staff attended the Task Force’s meetings, performed research and other professional assistance for the Task Force at no charge to the Village.
The Village Board adopted its 2018-2019 Board Goals on February 5, 2018 pursuant to Resolution Number 18-781 and one of its goals is “Financial and Fiscal Responsibility” and on February 20, 2018, the Village Board approved a Resolution creating the Efficiencies Task Force pursuant to the Board Boal of “Collaboration” under which is the objective to establish a task force by February 20, 2018 to evaluate redundancies amongst all local taxing bodies.

The Village Board could seek additional information.
Previous Board Action
On July 23, 2018, the Village Board received a recommendation from the Task Force to place the advisory referendum on the November 6, 2018 general election ballot seeking voter direction related to studying the consolidation of local taxing bodies. The Village Board concurred with that action adopted an ordinance on July 30, 2018 to place an advisory referendum on the November ballot.
