The purpose of this item is to renew the Independent Contractor Agreement with G.A. Paving, LLC to provide snow plowing and salting services for a portion of the Village’s parking lots for the 2026 winter season.

Prior Board Action
On October 16, 2023, the Village Board approved a Resolution authorizing execution of Independent Contractor Agreements with G.A. Paving, LLC for January 1, 2024 to December 31, 2024 with two one-year optional extensions. This is the second and last extension on that Agreement. As a companion agenda item, A & B Landscaping & Tree Service, Inc. also received approval for snow and ice removal services.
Background
The Village issued a Request for Proposals (RFP) on August 18, 2023, seeking qualified contractors to provide snow and ice removal services for Village-owned and leased parking lots, the Sidewalk Snow Removal Assistance Program, and backup street plowing. Four proposals were received and evaluated for responsiveness, cost, and capacity to perform.
Based on this evaluation, staff identified G.A. Paving, LLC and A & B Landscaping & Tree Service, Inc. as the most qualified and cost-effective contractors. Both have demonstrated consistent performance and reliability under previous Village agreements.
The proposed renewal with G.A. Paving, LLC covers snow and ice removal for parking lots located in the south section of the Village’s parking system (generally south of the CTA Green Line), while A & B Landscaping & Tree Service, Inc. attends to the north side of Oak Park.
The renewal does reflect a 3.1% increase, pursuant to the terms outlined in section 4 of the agreement.
NOTE: A separate agenda item covers the renewal agreement with A & B Landscaping & Tree Service, Inc. for the north section parking lots and the Village-wide Sidewalk Snow Removal Assistance Program.
Timing Considerations
Approval of this item at this time will ensure snow and ice removal services are secured and scheduled for the 2026 winter season.

Adequate funding is included in the proposed FY 2026 Parking Enterprise Budget as follows:

Staff Recommendation
Staff recommends that the Village Board approve a Resolution authorizing renewal of the Independent Contractor Agreement with G.A. Paving, LLC for snow plowing and salting of Village-owned and leased parking lots for Fiscal Year 2026 in an amount not to exceed $77,325.
Advantages:
• Ensures uninterrupted snow and ice removal coverage for the south section of the Village’s parking system.
• Retains a proven contractor familiar with Village expectations, performance standards, and logistical routes.
• Provides cost stability through a modest, contractually allowable 3% rate adjustment.
