Recommendation
Recommendation
Approve the Resolution.
Fiscal Impact
The cost for this project would be funded through the Fiscal Year 2021 Community Development Block Grant Fund, Account No. 2083-46201-101-583655 in the amount of $50,000.00.
Construction by Camco’s bid was for $47,165.07 for five locations. Staff recommends assigning the budget amount of $50,000.00 to this project since it will account for any unforeseen extras.
Background
This project includes the replacement of the private property owner side of the lead water service line at five locations. This is the line from the shutoff valve in the parkway to the water meter inside the property. The selected locations have had the Village side of the service previously replaced with copper.
The objective of this project is to locate low-income property owners who still have a lead water service on the private side and offer a solution to upgrade the water service where they could not do the work on their own means. CDBG funds would be used to install a new 1” copper line from the curb stop (B-box) up to and including a new meter setting inside the house. This project is intended to be completed at no cost to the owner, but will not include minor restorations (painting, shrub replanting, etc.…) or replace any items which are considered to be a violation of the Village Code.
Staff solicited interest in this work by sending out letters to advise of this program. The area where letters were sent was based on eligible areas and an area where the Village had previously completed the replacement of the Village side of the service line. The area selected for this project was bound by Roosevelt Rd., Harrison St., Lyman Ave. and Austin Blvd. After several months of outreach, only seven property owners expressed interest. After review of those interested only five homes qualified.
Competitive bids were opened on July 15, 2021, for the 2021 CDBG Water Service Line Replacement Program, Project # 21-131. The project was advertised locally and with area construction bulletins. Four bids were received. The low responsible bid was submitted by Construction by Camco, Inc. in a base bid amount of $47,165.07.
As noted above, staff recommends assigning the budget amount of $50,000.00 to this project since it will allow for any unforeseen extras.
