Prior Board Action
The Board has taken the following prior actions:
* The Village Board approved a Task Order for Professional Engineering Services with Edwin Hancock Engineering Co. for Design Engineering Services for the 2026 Alley Improvement Project in an amount not to exceed $325,477 on July 1, 2025 (RES 25-225).
* The Village Board approved the submission of a Metropolitan Water Reclamation District of Greater Chicago Green Infrastructure Partnership Program Application for the 2026 Green Alleys Project on March 4, 2025 (RES 25-170).
Background
The Village of Oak Park recently received notice of an award of $440,000 from the Metropolitan Water Reclamation District (MWRD) for its Green Infrastructure Partnership Program for the construction of four permeable alleys in 2026. The Village applied for Metropolitan Water Reclamation District (MWRD) funding in March of this year. Staff identified four alleys already scheduled for replacement due to their condition and also are located in areas with sandy soils, which allows for cost-effective installations of permeable pavements.
Per the terms of the IGA, design of the alleys will need to be complete by the end of 2025. Construction of these must occur in 2026 or the Village will lose these funds. Design work is already underway and is scheduled to be completed by the end of this year per the IGA.
Timing Considerations
Adoption of the Resolution at this time will allow for the project to move forward at its anticipated schedule which will allow for construction to be completed in the desired timeframe.

Budget Impact
The proposed FY26 Budget includes costs for the construction of permeable alleys in the Capital Improvement Fund. The MWRD funds will cover approximately 34.7% of the construction costs related to the permeable pavements in an amount not to exceed $440,000. Construction of the four alleys is estimated at $1,300,000 using about $440,000 in MWRD funds. The MWRD green infrastructure partnership IGA also includes $10,000 in reimbursement for geotechnical and environmental testing on the green alley sites which will be completed in 2025.
