Overview
At the Village Board meeting on February 6, 2023, the Village Board approved a Professional Services Agreement between the Village of Oak Park and the Metropolitan Mayors Caucus (MMC) to conduct a Comprehensive Housing Study update to the Homes for a Changing Region Report originally adopted by the Village on April 2, 2012. MMC will provide the Village Board with a status report on Phase I of the update project.

Recommendation
Metropolitan Mayors Caucus will return to the Village Board in early 2024, after completion of Phase II of the update, with a final presentation.
Report
The Metropolitan Mayors Caucus is providing support for Oak Park’s development of a Strategic Vision for Housing. The vision being developed is intended to evaluate the Village’s housing policy direction, since the inception of its Homes for a Changing Region plan, and provide a housing vision and framework for the Village to pursue over the next 5 to 10 years. This work is part of the Homes for a Changing Region program, which developed housing plans in Oak Park in 2012 and in over 50 other municipalities in the region over the last 15 years. The Strategic Vision will consist of three phases. In Phase I, the team will work with the Village, stakeholders, and the public to develop a housing vision. In Phase II, the team will benchmark progress on housing policies and programs to that vision. In Phase III, the team will develop a final deliverable for presentation to the Village Board. This Phase I presentation will focus on findings from stakeholder interviews, focus groups, a community survey and the public meeting held in Phase I.
DEI Impact
The Housing Study will outline key housing issues facing Oak Park. The issues of understanding thus far are affordability for renters and owners, racial equity gap for homeownership, housing variety, housing needs of particular groups such as the unhoused, those who need supportive services and older adults. During the Phase I process, MMC heard from many of those characterized above.
