The North Central Council of Mayors recently released a call for projects for applying for Federal Surface Transportation Program (STP) funds for federal fiscal years 2030 and 2031.  STP funds can only be used on roads within the Federal Highway system which are classified as collectors or higher. Of the upcoming planned projects, the resurfacing of portions of Lombard Avenue between Roosevelt and Madison and the resurfacing of East Avenue from Roosevelt Road to Lake Street best fit the requirements associated with these STP funds for the grant applications.

Background

The Village has historically applied for Federal Surface Transportation Program (STP) funds to resurface the major streets in the Village. The North Central Council of Mayors recently released a call for projects for applying for STP funds for FY2030 and 2031. Applications are due November 24, 2025.   

Based on the requirements of using the STP funds and the condition of the eligible roadways, the best fit for these funds are for resurfacing portions of East Avenue and Lombard Avenue.  East Avenue between Roosevelt Road and Lake Street and Lombard Avenue between Roosevelt Road and Madison Street are classified as Minor Collectors. 

Exact limits for the grant applications are being determined by Engineering Division staff during the grant application process in order to maximize the project’s scoring and likelihood of receiving the grant, while also trying to maximize the length of the project and amount of federal funds being requested. Likely limits for the projects are the resurfacing of Lombard Avenue from I-290 to Madison Street and the resurfacing of East Avenue from Roosevelt to Madison. 

The proposed projects will include the resurfacing of the roadways with approximately 4 inches of new asphalt, upgrading corner sidewalk ramps to meet ADA requirements as needed, restriping of existing pavement markings, and traffic calming improvements. 

Should the Village be awarded the STP funds for the project, STP funds will cover 80% of the eligible construction and construction engineering costs, with the Village paying for the remaining 20% of the project using local capital improvement funds and MFT funds.  

Timing Considerations

Approval of the Resolution at this time will allow for the grant application to be submitted prior to the deadline of November 24th.

Budget Impact

Resurfacing East Avenue is estimated at around $1,400,000 for street resurfacing and traffic calming and safety improvements. Resurfacing Lombard Avenue is estimated at around $600,000 for street resurfacing and traffic calming and safety improvements. Detailed costs estimates are not yet available at this time and are being prepared as part of the grant application.

Should the Village be awarded the STP funds for the project, the STP funds would cover 80% of the eligible construction and construction engineering costs with the Village paying for the remaining 20% of the project using local capital improvement funds and MFT funds.  Construction would be planned for 2030 or 2031.

Staff Recommendation

Adopt the Resolution.

Advantages:

                     This Resolution will allow for the Village to apply for federal funds to pay for the resurfacing of roadways.

Disadvantages:

                     Projects receiving federal funds must be administered through IDOT which increases costs and time for the design and sometimes can limit the types of improvements being done to make them conform to IDOT requirements. 

Alternatives

Alternative 1:

The Board can delay action to gain additional information

Advantages:

                     Board Members would be presented with the additional information they requested.

Disadvantages:

                     Delays could impact the Village’s ability to submit applications, which are due on November 24th. 

Alternative 2:

The Board can vote down the item.

Advantages:

                     There are no advantages to this action.

Disadvantages:

                     The Village would need to eventually resurface these roadways and would then be spending all local funds instead of the project being potentially funded with federal funds.

Anticipated Future Actions

Should the Village be awarded this grant, the Village will be required to enter into agreements with the State to use these STP funds.
