In December of 2022, the Village renewed the Independent Contractor Agreement with Cerniglia Co. for emergency water & sewer repair services.  Staff is requesting to increase the not to exceed amount of the current renewal of the agreement to accommodate necessary sewer repairs that occurred on the 500 block of North Taylor Avenue.

Background

The Public Works Department Water and Sewer Division typically makes repairs to the water distribution and sewer collection systems with in-house Village staff. On occasions when in-house staff is unable to make repairs, for instance; when crews are performing snow removal operations, lack the necessary equipment to perform such repairs, or multiple repairs are required simultaneously, an outside water and sewer contractor is called in to make the repair.

 

On July 11, 2023, Water & Sewer Division staff investigated a large sink hole that appeared on N. Taylor Avenue, just north of Chicago Avenue. This sink hole is the result of a failed sewer lateral on N. Taylor Avenue.  Due to the depth of the sewer main at this location (approximately 20 feet deep), special equipment is necessary to investigate and make the repair. Cerniglia Co.’s knowledge and equipment are required for this type of repair and they have completed similar repairs to this same sewer pipeline in the past. Staff estimates this repair will cost approximately $22,000.00 - $30,000.00, thereby exceeding the current approved not-to-exceed amount of the renewal of the agreement. On July 12, 2023 staff requested and received emergency spending authorization from the Village Manager to proceed with the necessary repairs associated with this sink hole. This amendment to the renewal of the agreement will formalize the approval. 

 

Fiscal Impact

The Fiscal Year 2023 budget provides a total of $175,000.00 for emergency water and sewer repair services in the Water and Sewer Fund. $75,000.00 of this funding is in account # 5040-43730-777-530667 (Water Distribution, External Support) and $100,000 of this funding is in account # 5040-43750-781-530667 (Sewer Collection, External Support). There is unencumbered funds allocated to another purchase order that can be made available to provide for this increase.
