Overview

In 2022, the State of Illinois approved three million dollars in the annual budget for DCEO funds for the Village of Oak Park for costs associated with street resurfacing infrastructure improvements.  As approved in the FY22 Budget and Capital Improvement Plan, the Village will utilize these State funds for the 2022 Street Resurfacing Project and for a portion of the Madison Street Streetscape Project.  To use these funds, the State requires a grant application through the DCEO.  This grant application allows the Village to use these funds to complete the projects.

Fiscal Impact

The FY22 Budget includes $3 Million in State DCEO Grant revenues for funding the Resurfacing of Various Streets project and the Madison Street Streetscape project in the Capital Improvement Fund, Public Works - Engineering, Grant Revenue account no. 3095.43480.101.431400.  These grant revenue funds will be used to offset Capital Improvement Fund expenses for the two projects in the Capital Improvement Fund, Public Works - Engineering, Local Street Resurfacing account no. 3095.43480.101.570951 and Streetscaping account no. 3095.43780.101.570959.  Based on initial cost estimates for the two projects, it is anticipated each project will utilize $1.5 Million each in these grant funds for construction.       

 

Background

In 2022 the State of Illinois approved a budget item of three (3) million dollars for DCEO funds for the Village of Oak Park for costs associated with street resurfacing infrastructure improvements.  As part of the Village’s adopted FY22 Budget, these funds are planned to be used to help fund the local street resurfacing project and the Madison Street Streetscape project.   To utilize these funds the State requires the Village to submit a grant application for the individual projects.  Pending approval of the grant applications by the State and DCEO, the Village would enter into grant agreements with the State to use these funds. 

 

The design of the 2022 Resurfacing of Various Streets project is substantially complete.  Pending DCEO approval of the grant and project, the Village will issue plans for bidding.  It is anticipated staff will present a construction contract to the Village Board for consideration in late May or early June of this year.  Construction is planned for this summer and early fall. 

 

The design of the Madison Street Streetscape project is nearly complete and the project is also anticipated to be ready for bidding in late May or early June, pending DCEO review and permit approvals.  Work on the Madison project is anticipated to start in the summer of this year with some work lasting into 2023 due to longer lead times for some items for lighting and traffic signals.

The alternative to this recommendation could be to delay action to gain additional information.
