Background
The proposed development is located within the RR Roosevelt Road Zoning District either side of Scoville Avenue. The subject site is currently occupied with Turano Bakery delivery trucks east of Scoville Avenue and a brick two-story building and parking lot on the west side of Scoville Avenue. The proposed office buiding development was also reviewd by Wight & Co. who provided staff and the Plan Commission a detailed architectural design review. Wight & Co. memorandums are attached to this agenda item.

Citizen Advisory Commission Action
The Plan Commission held public hearings on June 7, 2018 and July 5, 2018. At those hearings the Plan Commission heard the proposal, staff’s review, public testimony and some cross examination of the applicant. Two individuals signed up for cross examination; Ms. Molly McNally asked questions about security, crime, lighting and street closures. Mr. Dave Miklos asked questions about truck parking in Berwyn. Four individuals provided public testimony; Mr. Viktor Schrader, OPEDC, was in support of the application. Ms. McNally, neighbor directly north across the alley, indicated she was neutral. Mr. Miklos indicated he was neutral. Ms. Mary Goetting, who lives on Scoville Avenue, indicated support for the development.
The Plan Commission deliberated focusing on fencing height and material options, public art options and building elevations. The Plan Commission was concerned about the impact of an eight (8) foot tall fence along Roosevelt Road and questioned why it was necessary. The applicant indicated it was a concern for safety of their employees.
The Plan Commission asked that the applicant return with revisions for their review and consideration at their July 5, 2018 regular meeting. At that July 5th meeting, the Applicant provided a brief update on the requested items. The Applicant proposed a shift of the eight (8) foot tall wrought iron - style fence seven (7) feet to the north away from the public sidewalk along Roosevelt Road. In that seven (7) foot set back area, additional landscape materials were added to help soften the appearance as well as provide some visual separation from the pedestrian way to the parking lot. The landscaping materials included both deciduous and coniferous species. The Applicant also indicated a white roof was planned on the office building which will help with the heat island effect - a concern raised by the Plan Commission. The white reflective material will reduce the amount of heat normally produced by a dark roof material, thereby reducing the heat emitted into the atmosphere. The Plan Commission was supportive of the proposed changes to the plans. The Plan Commission reviwed the standards for planned developments and determined they were met.
