The Fiscal Year 2026 Water and Sewer Vehicle Replacement Fund includes the replacement of one (1) Sewer Jetter truck. The vehicle is planned to be replaced with a 2025 Sewer Company of America Model 900-ECO-12. This will be purchased from the Sewer Equipment Sourcewell Joint Purchasing contract # 101221-SCA, from Brown Equipment of Evansville, Indiana.

Prior Board Action
The Village Board approved funding the program as part of the Fiscal Year 2026 Capital Improvement Budget on December 9, 2025 (ORD-25-220).
Background
The new Combination Sewer Cleaner will have the capability to vacuum debris from underground structures such as manholes and catch basins, as well as jet-clean sewer lines using high-pressure water. In addition, the vehicle is also equipped with hydro-excavating capabilities, which allow for safer excavating around underground utilities, tree roots, etc. The Combination Sewer Cleaner equipment will be mounted on a 2025 Freightliner 114SD chassis, which will be more fuel-efficient, less polluting, and have more up-to-date features than the current vehicle.
The vehicle being replaced, unit 206, is a single-purpose 2007 jetter truck. Replacement with a combination truck will increase the department’s ability to repair and maintain the Village infrastructure. In addition, this truck matches the Village’s current combination truck specs, streamlining parts and employee operations/training.
Each year, the Village allocates funds for the annual replacement of vehicles in the Water/Sewer Vehicle Replacement Fund. The Public Works Department manages the budget for vehicles that will replace those units that have reached the end of their service life under the fleet replacement program.
The intent of the fleet replacement program is to replace vehicles and equipment using the established criteria for replacement of fleet vehicles/equipment, including the age of vehicle/year purchased, mileage or hours, type of use (full-time, seasonal, emergency, non-emergency, etc.), consequences of downtime, maintenance history & costs, drivers evaluations, trade-in or resale values and indispensability of vehicle/equipment as a guide to guard against excessive maintenance costs and low resale values.
The Fleet Division’s goal is to standardize vehicle acquisitions whenever possible in support of the fleet maintenance program and to operate the Village’s fleet in a fiscally responsible manner.
The existing vehicle will be traded in. The Equipment Replacement Analysis Report for the vehicle being replaced is attached.
Timing Considerations
Adoption at this time will allow the Village to receive the in-stock unit discount being made available to the Village.
Financial Impact
The purchase of one 2025 Sewer Company of America 900-ECO-12 will cost $549,551.49.
Funding is provided in the Fiscal Year 2026 Water and Sewer Vehicle Replacement Fund in account No. 5040.43750.781.570750.
Funds for necessary equipment, such as light bars, graphics, sirens, etc., will also come from this account, but will be purchased separately from vendors who supply this equipment.
Operations Impact
The vehicle doubles the Water and Sewer Division’s ability to hydro excavate and perform water and sewer repairs that require a combination truck.
DEI Impact
This vehicle will provide essential services to the Village's infrastructure, helping maintain basic needs for marginalized communities most in need and for Oak Park overall.

Staff Recommendation
Approve the resolution.
Advantages:
• This action will include a new vehicle warranty.
• The new vehicle will have decreased tailpipe emissions and better fuel economy.
• This action will result in a potential increase in the workload capabilities of said department.

Alternative 1:
The Board can table the item for additional information or discussion.
Advantages:
• Board members would be presented with the additional information they requested.
Disadvantages:
• Delays could prevent the village from being able to purchase the in-stock vehicle from the vendor, eliminating the discount currently available.
Anticipated Future Actions
The Public Works Department anticipates bringing resolutions authorizing vehicle/equipment purchases, as authorized per the approved Fleet Replacement Fund Budget, to the Village Board when vehicles or ordering windows become available.
