Recommended Action
Staff recommends the Village Board provide feedback on establishing a TIF district along Roosevelt Road.
Prior Board Action
The Board has taken the following prior action:
• On April 21, 2026, the Village Board adopted the Roosevelt Road Corridor Plan for the Roosevelt Road Business District, which was prepared jointly with the City of Berwyn.
Background
Trustee Taglia motioned for a discussion of the establishment of a TIF district along Roosevelt Road. Trustee Enyia seconded the motion. This item is discussion only and can be used to provide staff with feedback regarding preparing a TIF district along Roosevelt Road. Information regarding TIF districts is attached to aid discussion, including TIF information from Cook County and a 2014 Roosevelt Road Corridor Study from Ehlers.
Focus groups interviewed for the Roosevelt Road Corridor Plan cited Oak Park’s complex zoning process and lack of a TIF district on the Oak Park side as barriers to investment on the northern portion of Roosevelt Road. The City of Berwyn established a Roosevelt Road TIF District that spans from Maple Avenue to Lombard Avenue along the southern portion of Roosevelt Road in 1997. The term of the Roosevelt Road TIF was extended from 23 years for an additional 12 years, expiring in 2032.
One of the recommendations of the plan (Recommendation D, Goal 1) is to contemplate establishing a TIF district along Roosevelt Road or other funding mechanisms such as an SSA to fund infrastructural improvements and provide development/ redevelopment assistance.
