Prior Board Action

The Board has taken the following prior action(s):

On October 3, 2022, the Board approved extending the term of the Special Services Agreement with MC Squared Energy Services, LLC through December 2025.

On July 23, 2018, the Village Board approved an Electric Power Supply Contract with MC Squared, which was extended on July 22, 2019, August 2, 2021, and April 11, 2022.

In January 2011 the Board approved placing a municipal aggregation referendum on the April 5, 2011 ballot; the measure passed with a 66% approval rating. The Board approved the Community Choice Aggregation program on September 26, 2011.

Background

The 2024-2025 Board Goals include goal 5.1.c., which states “By the end of 2025, transition the municipal aggregation contract to be at least one-third renewable energy supply by pursuing procurement opportunities to increase the percent of renewable energy in the electricity supplied and expand Community Choice Aggregation subscribership.”

This Board Priority aligns with the following CROP Plan actions:

RE01: Explore options for utility-scale solar infrastructure that can supply energy to Oak Park.

RE02: Negotiate a Community Choice aggregation service agreement that requires 100% renewable energy.

The Village’s current aggregation contract with MC Squared expires at the end of 2025. The contract renewal or bid for new services provides an opportunity to advance the Board and CROP plan goals.

This presentation is intended to provide an update on the current status of the aggregation and community solar program and a high-level outlook on market conditions in the coming year. Staff continues to work with consultants to explore options and opportunities for the 2025 contract renewal and will bring options to the Board later in 2025.

Timing Considerations

The Village’s current contract with MC-Squared will expire in December of 2025. In Quarter 3 of 2025, Village staff will present options for future contracts to the Board.
