Overview
The Permit Processing Division annually uses two or three third-party building code inspection and plan review service providers in order to maintain a high level of customer service as needed.

Staff Recommendation
The recommendation of staff is to increase the contract amount with TPI to a not-to-exceed amount of $50,000 which is estimated to be adequate to cover the cost of services provided by TPI through June.
Fiscal Impact
The 2015 budget allotted a total amount of $200,000 to cover the cost of third-party building code inspection and plan review services. The increase in the contract amount with TPI will not result in a change to the 2015 budget.
Background
We have used TPI as a third-party service provider for inspectors since approximately 2001.
TPI has successfully performed such services for the Village in recent years and is currently under contract to do so; however, their contract is currently limited to a not-to-exceed amount of $24,999. As of the end of February, the total cost for is $15,525. Currently, we are down one plumbing inspector resulting in a higher the usual demand for services
We recently issued an RFP for Plan Review and Inspection services. We anticipate having a recommendation to present to the Board in May about subsequent third-party service providers. Extension of this contract will give us enough time to complete our review and form a recommendation for future third-party service providers.
Alternatives
In lieu of continuing to use a third-party service provider, the Permit Processing Division could rely solely on the inspection staff to perform building code inspections. However, we would not be able to perform plumbing inspections because we are required by State law to have a licensed plumber provide those inspections.
