Fiscal Impact
Staff estimates that it will cost approximately $400 to add the existing signage. Funds are available in the On-Street Sign Replacement budget. The work will be funded by account number 5060-43770-786-560634.
Background
This agenda item is being sent directly from staff to the Village Board of Trustees. Pursuant to the approved Transportation Commission Policy and Procedures, items relating to “Time Restricted Parking” may be processed administratively by staff, therefore not requiring Transportation Commission review.
The attached petition represents over 51% of valid signatures from residents requesting to restrict the 300 block of South Harvey Avenue by adding a No Parking 8AM to 10AM Monday thru Saturday restriction. The petitioners indicate that it has become difficult for residents and service providers to locate parking spaces on their block due to non-residential vehicles such as commuters and local business employees monopolizing the spaces during morning hours.
It is staff’s opinion that adding a No Parking 8AM to 10AM restriction would improve the level of parking availability while creating shared parking opportunities as a whole on the 300 block of South Harvey Avenue. However, as an alternative, staff recommends that the Village Board of Trustees consider regulating the proposed restriction Monday thru Friday (oppose to Monday thru Saturday). This alternative is being recommended in order to keep consistency with the existing No Parking 8AM to 10AM Monday thru Friday restrictions which are posted along adjacent blocks going westward and several blocks to the north of the proposed area.
