Overview
On July 23, 2018, the Board adopted Ordinance Number 18-393 to regulate small wireless facilities installations in the Village pursuant to state law. The ordinance requires any entity seeking to install facilities on Village property to enter into a license agreement with the Village. The proposed License Agreement with Crown Castle NG Central LLC (“Crown Castle”) is the first such agreement pursuant to the ordinance.

Fiscal Impact
The Village will receive $1,200 per year as permitted by state law for the six pole installations proposed by Crown Castle, $7,535 per year at $1 per foot for fiber optic cable installed in the Village’s rights-of-way, and associated permit fees and a one-time fee of $5,000 to reimburse the Village for in-house engineering and legal fees.
Background
The proposed License Agreement with Crown Castle is authorized by a state law known as the “Small Wireless Facilities Deployment Act” (Public Act No. 100-585) which went into effect on June 1, 2018. The Board adopted Ordinance Number 18-393 to regulate small wireless facilities installations as required by the Act on July 23, 2018. The License Agreement with Crown Castle follows the requirements of state law and the Village’s ordinance and Crown Castle has applied for the necessary permits for its proposed installations within the Village that are set forth in the Agreement.
The locations are as follows: (1) 6533 North Avenue (streetlight pole); (2) 832 S. Austin Boulevard (streetlight pole); (3) 157 Chicago Avenue (streetlight pole); (4) 35 Chicago Avenue (streetlight pole); (5) 6427 North Avenue (streetlight pole); and (6) 520 S. Austin Boulevard (traffic light pole). The Engineering Division of the Department of Public Works as reviewed the permit applications for each of these locations and the fiber optic cable to be installed in the Village’s rights-of-way and has approved the permits as meeting the requirements of the Village’s ordinance subject to the License Agreement with Crown Castle.
