Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Overview

The State of Illinois recently released a call for projects for Statewide Planning and Research Funds (SPR).  SPR funds are typically used for transportation planning studies that relate back to the state’s long-range transportation plan and can include safety studies. The Transportation Commission’s work plan includes an item to determine what elements should be included in a future Vision Zero Study.  Staff is recommending applying for SRP funds to fund a future Vision Zero Study in 2023. SRP grant funds cover up to 80% of the costs of the study.

Fiscal Impact

The SRP funds would cover 80% of the cost of the work. Developing a Vision Zero plan is estimated to cost approximately $100,000. Should the Village receive the SRP funds for developing a Vision Zero plan, the proposed FY2023 Budget will need to include the $20,000 local match for the Vision Zero Plan. 

 

Background

As part of the adopted Village Board goals, the Village Board recommended exploring a Vision Zero plan for improved pedestrian safety. While there are many versions of Vision Zero, most Vision Zero plans are built around a strategy to eliminate all traffic fatalities and severe injuries, while increasing safe, healthy, equitable mobility for all. 

 

The approved work plan for the Transportation Commission (TC) includes an item to Recommend processes to develop a Vision Zero plan and elements that should be included in the plan. This work plan item will likely be started in the 3rd quarter of 2022 due to other commission work plan items and staff availability. 

 

One element of the future Vision Zero plan is identified by the Commission they would be presented to the Village Board for approval and pending Village Board concurrence, staff would start to develop a Vision Zero plan with the Transportation Commission and consultant support in 2023. If the grant is awarded these SRP funds would be used to fund the Vision Zero plan work in 2023. 

 

Applications are due March 30, 2022.
