Overview

The Public Works Department is responsible for the maintenance of approximately 250 lane miles, which includes the sweeping of main arterials and residential streets as well as twelve Business District Areas. Staff recommends a renewal of the current Independent Contractor Agreement with Advance Sweeping Services, Inc. for Village-wide street sweeping services that expire on December 31, 2023. The Agreement allows for two additional one-year renewal periods. This would be the second of the two annual renewals.

Background

The Public Works Department is responsible for the maintenance of approximately 250 lane miles, which includes the sweeping of main arterials and residential streets as well as twelve Business District Areas. For the last ten years, this work has been completed by a contractor. Business districts and main arterials are typically swept 16 times per year. Residential streets are typically swept eight times per year. The renewal of the agreement is for eight sweepings plus the sweeping completed during and after the fall leaf pickup operation.

 

 Advance Sweeping Services, Inc. has submitted a statement indicating that they intend to provide the same level of service in 2025 with an increase in rates that aligns with the Agreement and Consumer Price Index (CPI) language. Advance Sweeping provided a table explaining and supporting the need for this adjustment along with their statement of renewal. Advance Sweeping Services, Inc. has done similar work for surrounding Villages for the last 3 years. They have provided responsive and quality work. Staff recommends that the Village Board approves the Renewal of the Independent Contractor Agreement with Advance Sweeping Services, Inc. for 2024.

 

Fiscal Impact

The proposed Fiscal Year 2025 budget has allocated $165,000.00 for these services in account # 1001-43740-761-530660 (Public Works- Street Services, Pavement Management, General Contractuals).

Previous Board Action

On September 19, 2022, the Village Board approved an Independent Contractor Agreement with Advanced Sweeping Services, Inc. for Village Wide Sweeping Services (RES 22-225).

 

On December 4, 2023, the Village Board approved a renewal of the Independent Contractor Agreement with Advanced Sweeping Services, Inc. for Village Wide Sweeping Services (RES 23-354).
